MINUTES
City Council
Oct. 14, 1987
Eng pumped and the water fr•om the pond dir~ected down County Road B-2
Dr•ainage and eventually ended up in his fr•ont yar•d. Eng r•epor~ted that after•
Pr•oblem a r•ain, he has standing water• in his fr•ont yar~d for• weeks.
(Cont.)
Mr~. Eng r•epor•ted that Roger• Glanzer~ and Ewald Biese, fr•om the Engineer•'s
office, have looked at the situation and felt ther•e was nothing that
could be done.
Blesener reported that Glanzer and Qiese feel that the water in the
Eng's fr•ont yar•d is the same level as the water• in the lake, and at
some point in time the lake level will dr•op and the water• in the fr~ont
yar~d will go down.
Eng fel t that the pr•obl em i s that ther~e i s~ mor~e run-off as pr•oper•ty
continues to develop. Eng stated that water• that used to stand in
other• pl aces i s now standi ng i n hi s fr•ont yar~d.
Fahey felt that the cut in the r•oad to the east of the Hammond's
dr~iveway is not functioning.
The Ci ty Engi neer• r•epor•ted that ear•1 i er~ thi s year~ he met wi th the
County Engineer•, who was concer•ned that the ditch level was the
same as the lake level. The Engineer~ pointed out that the sewer~
inter~ceptor~ line that was installed in this ar•ea has not been
accepted. The Engineer~ suggested that he check with the County.
Eng pointed out that after• the sewer• inter•ceptor• line went in, the
Lynch pvoper~ty acr~oss the str•eet fr•om his ended up to be higher~.
Eng r•epor•ted that if the City does not find a solution to the pr•oblem,
he has an engineer• in his office who will.
Fahey pointed out that part of the pr•oblem is that the Eng lot is
the lowest pr•oper•ty on the lake. Fahey stated that if the pr~oblem
is a pr~ivate one, Eng may have to hir•e an engineer• to solve it.
Eng pointed out that water• is coming into this ar•ea fr•om the other•
side of Highway 36. Eng stated that he has lived in his home since
1981, and the pr•oblem has incr•eased since that time. The pr•oblem
is getting worse and worse with less and less r•ain.
Scalze felt that the Engineer~ should check into the filling of the
Lynch pr•oper~ty. If Lynch filled a water• r~etention ar~ea, the fill
should be r•emoved. Scalze felt there was a pr•oblem with the culver~t
in the ar~ea.
Eng explained that the water coming from the other side of High~~iay
36 is coming at a high velocity and th~ water• coming fr•om the
immediate ar~ea does not have enough for•ce to tur•n the corner• and
get i nto the pand and i nto the 1 al<e. Ther~efor~e, the water• ends
up standi ng i n hi s fr~ont yar•d.
Page -12-
