MINUTES <br />City Council <br />Oct. 14, 1987 <br />Center•ville Fahey did not feel the impact of a par•king lot for• a par~k would be <br />Road Par•k differ•ent than the impact of a par~king lot for~ an industr~ial building. <br />Pr•oper•ty Fahey noted that the City under•stands the concer•ns of the adjacent <br />(Cont. ) pr•oper~ty owner~s, and woul d wor•k with these pr•oper•ty owner•s i f a par~k <br />is developed on the site. <br />Fr•attalone pointed out that if the park is developed he would be <br />sur•r~ounded by noi se fr•om the fr•eeway on one si de and noi se fr•om <br />the par•k on the other~. <br />Dick Thomalla r•epor•ted that he is in favor• of the pr•oposal as outlined <br />in his letter•. Thomalla stated that he wanted to add that he belived <br />the City should str•ive for• a balanced community. The City should <br />have good r~esidential ar•eas, good industr~ial ar•eas and r•ecr•eational <br />ar•eas. Thomalla stated that he would r•ather~ hear~ the noise of <br />childr~en playing than the slamming of door•s ontr•ucks and equipment. <br />Thomalla r•epor•ted that he is cur•r•ently coaching 12 and 13 year• old <br />boys, and stated that while the number•s of older• childr•en involved <br />i n the Ci ty' s r•ecr•eati on progr•ams have decr•eased, the number•s of <br />younger childr•en have incr~eased and these childr•en will be advancing <br />in the program. <br />Thomalla also pointed out that with volunteer• coaches ther•e is only <br />a limited amount of time that coaches have available and the <br />availability of mor•e fields and mor•e flexibility will allow coaches <br />to do a better• job. <br />Fahey r•epor•ted that i t appear•s that the pr~oper•ty owner•s i n the <br />Center•ville Road ar•ea ar•e willing to negotiate with the City. <br />Pete Costa stated that the concepts that wer~e submitted did not appear• <br />to pr•ovi de any pr~otecti on for~ the pr•oper•ty owner•s on the fr~i nges of <br />the pr•oposal. Costa felt that buffer~ zones ar~ound the par•k should <br />be pr•ovided of 100 feet and a fence also installed ar•ound the par~k. <br />Costa felt that any par•k plan should be r•eviewed by the Planning <br />Commission. <br />Fahey agr•eed that befor~e the Council would act on a plan, the Par•k <br />Commission and Planning Commission would r•eview the plan. <br />Costa stated that he sympathized with the pr•oper•ty owner•s on Center•ville <br />Road who would be acr•oss fr•om a par~king lot, and noted that his <br />pr•oper•ty on Vander•bie would abutt the pr~oposed par•king lot on the <br />other~ side of the par•k. Costa felt the concept plans submitted <br />showed poor~ planning. <br />Fahey again pointed out that the plans are concept plans and <br />ther~e woul d be mor~e publ ic i nput i nto the pl ans i f the par•k pr~oper•ty <br />i s pur~chased. <br />Blesener noted that the property is currently zoned industrial and <br />pointed out that ther•e would be par~king lots for• any industr~ial <br />buildings developed on the pr•oper•ty. <br />Paqe -II- <br />
