MINUTES <br />City Council <br />Oct. 14, 1987 <br />Council discussed whether or• not the pr•oposal by Pelstr•ing should be <br />combined with the City's pr~esent TIF policy statement, or~ handled as <br />a separ•ate document. <br />Wilson r•ecommended that the Policy Statements submitted by Pelstr•ing <br />be entitled Use Guidelines. Wilson stated that he did not want to <br />see the City's TIF pr•ogr•am tied to the SBA pr•ogr•am as that pr~ogr~am <br />may not be in existence at some point. <br />Fahey noted that the prior~ity ar•eas listed in the TIF policy statement <br />needs to be updated to r•eflect the Center•ville Road ar•ea as the City's <br />top pr•ior•ity. <br />Council also noted that the Policy Consider•ations listed by Pelstr•ing's <br />fir•m should be eliminated. <br />Council next discussed the site use analysis r~epor•ted submitted by <br />Business Development Ser~vices. <br />Fahey fel t that the Mor•gr•en/Schr•i er• pr~oper•ty shoul d have been i ncl uded <br />i n the r•epor•t. <br />Scalze noted that the idea has been expr•essed for~ designating <br />pr•oper•ty off South Owasso Blvd. for~ businesses r•elating to the <br />medical field. Scalze asked if the City could designate an ar•ea <br />for~ a specific use. <br />Ken Nielsen, Business Development Ser~vices, did not feel that the <br />pr•oper•ty in question had the image or• exposur•e necessar•y to accomplish <br />this. <br />Blesener stated that he would like to see high-quality development <br />in this ar~ea, and would not want to tur~n down a high-quality development <br />for• the reason that it was not the type of use the City was looking for•. <br />Nielsen pointed out the Molgr•en pr~oper•ty located on Highway 36 and <br />35E noting that this pr~oper~ty had good exposur•e and the potential <br />for~ 30 acr•es being put together• for• development. <br />Council discussed the zoning of this pr~oper~ty, noting that it is <br />currently R-1, however, the Comprehensive Plan recommends development <br />similar• to business-war~ehousing. <br />Pelstring noted the potential for location of a corporate headquarters <br />in the City, and suggested that the City might want to mar•ket this <br />pr•oper~ty along these lines. <br />The City Clerk did not think that the pr•oper•ty owner•s wer~e willing to <br />sell their• pr•operty at this point. <br />Pelstr•ing outlined effor•ts that Vadnais Neights has made to mar•ket <br />Page -2- <br />
