MINUTES <br />City Council <br />November~ 4, 1987 <br />Park Sur~vey Blesener• thought the sur•vey might be late in that a major• decision <br />Cont. has al r~eady been made to pur~chase par•k 1 and i n the Center•vi 11 e Road <br />area. <br />Fahey did not feel that the intention of doing a sur~vey was to ask <br />citizens if the City should pur•chase the par~k land on Center~ville <br />Road. Fahey agr•eed that that decision has alr•eady been made. <br />Scal ze r~epor~ted that the Par~k Commi ssi on i s 1 ooki ng for• di r•ecti on <br />as to what people would like to see on that land other• than ballfields. <br />Mor•r•is agreed that the Shor•eview sur•vey center•ed on a r•efer~endum issue, <br />however, the Roseville survey did not. Morris repor~ted that they did <br />a sur~vey for• Plymouth that dealt with par~k and r•ecr•eation issues. <br />In Plymouth the city had the iand and wanted t~~ know how the people <br />wanted to see the land developed. The City had been leaning towar~ds <br />a 1 arge Ci ty par•k, however•, the r•esul ts of the sur•vey i ndicated that <br />r•esidents wer~e looking for• smaller tot lots and an impr•oved tr•ail <br />system. <br />Morr•is also reported that in Inver Grove Heights, a survey was done <br />to determine the types of activities that people par•ticipated in to <br />deter•mine if the city's existing facilities matched up with the <br />inter~ests of the r•esidents. <br />LaValle asked if Mor~r•is would design a sur~vey for• the City which would <br />find out what the City wants to know. <br />Mor•r•is r•eplied that the City would pr•ovide his company with the topics <br />it wants cover~ed in the sur•vey, and they would attempt to phr•ase <br />unbiased questions on these topics. The questions would then be <br />r•eviewed with the City for• any input or• changes the City would like <br />made. <br />Fahey suggested that the Planning Commission also be appr•oached to <br />deter•mine if they ar•e inter~ested in bein9 included in the survey. <br />Scalze r•epor•ted that the Par•k Commission is in the pr•ocess of updating <br />its Compr~ehensive Plan and would like factual data to base this plan <br />on. Scalze r~epor•ted that the Par•k Commission has budgeted $5,000 <br />for• a sur•vey and it appear~s that for~ very little additional money, <br />other• depar•tments in the City could be included in the sur•vey. <br />Mor•r~is r•epor•ted that his fir~m's basic fee for~ the sur~vey is $~,800 <br />for~ 60-unit questions. Mor~r•is explained that a unit-question is not <br />necessar•ily one question, but could be a couple of closely-r~elated <br />questions. Each additional question-unit over• 60 would cost $60. <br />A 400 r•andom sample is surveyed. <br />Scalze pointed out that the Shor•eview sur~vey included 137 questions. <br />Mor•r~is r•eplied that these 137 questions wer~e actually about 98 question- <br />units. <br />Page -3- <br />
