MINUTES <br />City Council <br />November~ 4, 1987 <br />Par•k Sur•vey Mor~r•i s r•epor•ted that the basi c fee i ncl uded two or• thr~ee meeti ngs <br />Cont. to develop the topics and usually a meeting to r•eview the question <br />for•mat. <br />Blesener• questioned whether• the r•esults of the sur~vey would be adher~ed <br />to if the sur•vey addr•esses the issue of ballfields and the City gets <br />answer•s that it does not like. <br />Scalze stated that she did not see the need to addr~ess the issue of <br />ballfields in the sur•vey as she felt that ballfields wer•e needed~ <br />pointing out that the City has a population of over• 8,000 and owns <br />no ballfields. <br />Fahey asked if it wer•e commonly known that a telephone sur•vey was <br />mor~e reliable than a mail sur•vey. <br />Mor•r•i s r•epl i ed that i t was and that wi th a tel ephone sur•vey i t i s easi er• <br />to get a tr~uly mor•e r•andom sampl e. Mor•r•i s al so r•epor~ted that wi th the <br />number• of follow-upsnecessar•y in a mail sur•vey, they ar•e finding that <br />the cost of a mail sur•vey is almost as much as a telephone sur•vey. <br />LaValle asked how a r•andom sample is selected. <br />Mor•r~is explained ways that r•andom samples ar•e selected which involves <br />methods for• ensur•ing that as many men as women ar~e included in the <br />survey. <br />Scalze asked appr~oximately how long a sur•vey would take. <br />Mor•r•is r•eplied that it can take up to 4 weeks to develop the <br />list of questions. However~, fr~om the time the questions ar•e <br />developed it can take between 1 week to 4 weeks befor~e the City <br />has the r~esults of the sur~vey. <br />Fahey asked for• a summar~y of why the Par•k Commission felt the sur•vey <br />was necessar•y. <br />Scalze pointed out that the City r•ecently pur•chased the Johnson/ <br />Mostad pr~operty and would like to know how the citizens in the City <br />would like to see this pr•oper•ty developed. Ther•e is also the potential <br />pur•chase of up to 30 acr•es in the Center•ville Road ar•ea and the <br />Commission would like to know what facilities other• than ballfields <br />people would like to see developed on this pr~oper•ty. There ar~e <br />also the easements the City is acquir~ing under• the NSP power• 1ines <br />that could be used for• tr•ails or• tot lots. The Par~k Commission would <br />also like to focus on the Thunder• Bay ar~ea and the new people in that <br />ar•ea, and see what these r~esidents ar~e inter•ested in seeing in their• <br />neighbor~hood. <br />Scalze pointed out that Little Canada has a smaller• population ~han <br />Shor~eview or Roseville, and asked why a 400 sample was necessary. <br />Mor•r•i s r•epl i ed that the accur~acy of the sur•vey i s based on the si ze <br />of the sample. <br />Page -4- <br />
