MINUTES <br />City Council <br />March 9, 1988 <br />Fenlon stated that it might be difficult to build an ar•gument that the <br />City could not function without the pool, gymnasium and outdoor~ fac9lities <br />at the Capitol View site. Additional secur~ity would pr•obably be needed. <br />Fahey asked what ideas the School Distr•ict might have with r•egar•d to <br />City par•ticipation in the addition onto the Little Canada Elementary <br />School. <br />Roger• Idor•ner•, r•epr•esenting the School Distr•ict, r•epor•ted that the <br />School Distr~ict has been author•ized to pr~oceed with constr~uction of <br />an addition, and selected an ar•chitect last evening. The intention <br />at this point is to add 9 or• less classr•ooms, bathr~oom facilities <br />as well as an additional multi-pur~pose r•oom. <br />Wor~ner• r~epor•ted that about a year~ ago the School Distr~ict met with <br />the City's Recr•eation Committee to discuss possible City par~ticipation <br />in the addition to incr•ease the size of the multi-pur•pose r•oom to a <br />full-sized gymnasium. The School Distr•ict would like to cooper•ate with <br />municipalities in the expansion of facilities so that they might better• <br />serve adult recreational programs. <br />Wor•ner r~eported that in addition to thoughts of par~ticipation in the <br />multi-pur~pose r~oom, ideas include addition of adult shower~s, war~ming <br />house with outside access, hockey r•ink, and senior• citizen pr•ogr•amming <br />r•oom. <br />ldorner reported that the District feels the time to discuss these matters <br />is while the addition to the Little Canada Elementar•y School is being <br />planned. The administr~ation wants to be as cooper•ative as it can with <br />all municipalities. <br />Scalze pointed out that the City has discussed adding on to the City <br />Center~ and including space for~ senior~ citizen activities. Scalze asked <br />if space in the school for~ senior•s would be limited to evening use. <br />Scalze also pointed out that the School Distr•ict has discussed City <br />assistance in super~vision of facilities. <br />Wor~ner~ r•epl i ed that i f the Ci ty wanted a l Oth r~oom added onto the <br />School for• senior• citizens, that r•oom would be per~manently dedicated <br />for• senior• citizens and could have dir•ect access to the oiatside. <br />As far~ as super•vision, if ther~e was inter~est in expanding the ser~vice <br />of community education and r~ecr•eation, such as opening the school on <br />Sundays, the Di str•ict woul d be 1 ooki ng for~ some sor•t of cost r~ecovery. <br />Fenlon suggested that the City and School Distr•ict could contact the <br />attor~ney who put together~ the joint power•s agr~eement for~ Shor•eview and <br />the Mounds View School Distr•ict as these types of issues wer~e dealt <br />with in the expansion of the Tur~tle Lake School. <br />Page -3- <br />
