MINUTES
City Council
March 9, 1988
Fahey suggested that the Recr•eation Committee may have to meet again
to discuss City par•ticipation in the Little Canada Elementar•y School
expansion and what additions might be useful in that facility ver•sus
the City Center expansion and development of the Centerville Road
ar~ea. Ther~e is also the issue of Capitol View and the facilities
at that school.
Ken Wehr•le, Par•k Commission member~, asked the School Distr~ict's long-
r~ange planning for• Little Canada Elementar~y School.
Wor•ner~ r~eplied that the School Distr~ict anticipates the long-ter•m
oper~ation of the Little Canada Elementary School. Wor~ner• pointed
out that elementar~y enr~ollment is incr~easing. The school is one of
the Distr•ict's newest facilities and on the nicest site in the entir•e
School Distr•ict. Also, the School District does not see a lessened
need for School Distr•ict involvement in community education or•
cooper•ative r•elations with municipalities. As taxes r•ise and str•ess is
put on School Distr•ict and municipal gener•al funds, the School Distr~ict
and cities must look for~ ways to get tighter~ r~ather• than pulling apar~t.
Elaine Zoch, Park Commission member, pointed out that there are currently
facilities available at the Capitol View site which is located west of
the fr•eeway. Zoch outl i ned the danger~s of chi 1 dr•en cr•ossi ng the fr•eeway
to get to facilities located east of the fr~eeway. Zoch pointed out that
ever~ything mentioned to be added to the Little Canada School is alr~eady
available at Capitol View. Zoch did not feel that the both sites wer•e
necessary.
Fahey stated that when the Recr•eation Committee looked at the issue
last year•, it decided that City participation in an addition to Little
Canada School was not needed because of the facilities available at
Capitol View and the Kellogg sites. However~, since that time Capitol
View has been put on the mar•ket.
Collova stated that the City needed to know the costs involved in
expanding a multi-pur•pose r•oom to a full-sized gymnasium or~ the
addi ti on of shower•s and 1 ocker• r•ooms.
Paul Bor•g, r•epr•esenti ng the School Di str~ict, r•epl i ed that a meeti ng
is scheduled with the ar•chitect on Mar•ch 14th to get initial planning
under•way. However•, befor•e the project will be put out for~ bid, the
School Distr~ict needs assur•ance of r•evenues fr•om the sale of pr•oper•ty.
Blesener~ asked the definition of multi-pur~pose r•oom.
Bor~g r~epl i ed that a mul ti -pur•pose r•oom i s pr~imar•i 1y a gymnasi um, but
can double as a cafeter•ia, meeting r~oom, assembly r•oom, etc.
Bor~g pointed out that the School District has never had an elementar~y
school with a locker• r•oom or• shower~s. However•, in the case of the
Li ttl e Canada School wi th i ts pr~oximi ty to Spooner~ Par•k and the var~i ous
adult activities it is used for•, the Distr•ict felt the addition of a
locker r•oom and shower•s was logical.
Page -4-
