MINUTES <br />City Council <br />April 13, 1985 <br />Ther•e was str•ong suppor~t for• r~etention of the Ger•vais Mill pr~oper~ty <br />as a natur•e pr•eser•ve with a strong cor•e of suppor~t for• r~etention of <br />undeveloped areas. <br />9% indicated use of the Little Canada School facility. However~, ther•e <br />was suppor•t for• a cooper•ati ve ventur~e i n bui 1 di ng a communi ty center•. <br />45% of r•espondents have used the City's tr•ail systems during the past <br />year. P9orris reported that generally he finds 66 to 70% have used <br />tr•ail systems in other~ cities. Therefor~e, the suppor~t for• tr~ails is <br />not as strong as in other~ communities. 38% wer~e willing to absor~b a <br />tax incr•ease for~ expansion of the City's tr•ail system. <br />Blesener~ pointed out the r~ating of var~ious facilities on page 65 on <br />the r~epor~t. B1 esener• commented that the 1 ower• r~ated i tems ar~e faci 1 i ti es <br />the City cur•r~ent has, while the higher~ r•ated items ar~e cur~r•ently lacking <br />in the City. <br />Mor•r•is also pointed out that the sur•vey might indicate a winter-or•iented <br />community in that pleasur•e skating and sledding wer•e highly r•ated. <br />Blesener• noted that ballfields wer•e r•ated low, however•, if you look <br />at the activities people are participating in outside the City, ballfields <br />ar•e being used. <br />Blesener~ pointed out that as a r~esult of the r~ating of facilities, <br />ther~e ar~e a lot of things that should be consider•ed for~ development <br />i n the Center•vi 11 e Road ar~ea. <br />Scalze pointed out that the ballfields located behind Little Canada <br />Elementar•y School ar~e too small for• adult use. Scalze agr~eed that <br />there are other facilities than ballfields that will have to be considered <br />for• development in the Center•ville Road Ar•ea as indicated in the sur~vey. <br />Dlesener• pointed out that some of these facilities, such as basketball <br />courts, could be added to Spooner Park as well. <br />Scalze pointed out the need for• impr•oved communications on the par•t of <br />the City. Scalze felt the pr~oblem was in r•eaching the r~esidents of <br />multiple dwellings. <br />Mor•r~is r•eported that this pr~oblem was identified in the City of Plymouth <br />who now mails a newsletter• dir~ectly to the r•esidents of multiples. <br />h1orris also pointed out that the City's cable reach is 42% and felt that <br />expanded communication effor•ts should be made by pr•int r~ather• than cable. <br />Scalze asked if the 63% support for• a bike path ar~ound Ger•vais was high. <br />Mor~r~i s r•epl i ed that i t was. Anytime ther•e i s gr•eater• than 50% suppor•t <br />for~ a tax incr~ease, it is felt that a r•efer•endum would be successful. <br />Anything below 38% would be difficult. 63% is extr•emely str•ong. <br />Page -3- <br />
