MINUTES <br />City Council <br />apr~il 13, 1988 <br />Mor~r•i s r•epor•ted that snowpl owi ng and str•eet mai ntenance wer•e r•ated <br />highly by r~espondents. <br />41ith r~egar~d to images of taxes, r•esidents of Little Canada felt taxes <br />wer•e not excessively high, but compar•atively high or about aver~age. <br />Taxes wer~e not a major• issue with sur•vey r•espondents. <br />Par~ks and r•ecr•eational oppor•tunities r~eceived a"gold star•" r~ating <br />with r~espondents feeling the community has one of the better• pr~ogr•ams <br />in the Metr•o ar~ea. However~, the r•espondents felt that ther•e was a <br />lack of par•k land owner~ship. <br />Mor•r~is r~epor•ted that ther•e was a lack of knowledge of what is available <br />within the City. Ther~e ar•e r•esidents using facilities in the City of <br />St. Paul and City of Roseville, who would use facilities in Little Canada <br />if they ar~e available. <br />With regard to quality of life, 93% of the respondents rated the quality <br />of life within the City as ver•y good. However~, ther•e is a differ~ence in <br />the per•ception of the City between r~esidents of the City of mor~e than <br />10 years and residents of the City of less than 10 years. Longer-term <br />r~esidents view the City as a small town, while newer• r•esidents view <br />Little Canada as a subur•b and, thus, have differ~ent expectations about <br />ser•vices and taxes. <br />Mor•r•is r~epor•ted that when asked what they did not like about Little Canada, <br />27% could think of nothing they did not like. <br />P1or•r~i s r•epor•ted that 1 onger•-ter•m r~esi dents had concer•n about Ci ty gr~owth <br />and the by-pr~oducts of that gr•owth, i.e, apar•tments, fr•eeways, etc. The <br />newer• r•esidents were concer•ned with City ser~vices and would like to see <br />them augmented. <br />Mor•ri s al so r~epor~ted that the sur•vey i ndi cated that r•esi dents of the <br />City pr•efered outdoor~ r~ecr~eation to indoor•, and, thus, a lot of value <br />was placed on the City's par•k system and r•ecr•eational facilities. <br />49% of the r~espondents indicated that they have used Spooner• Par~k <br />within the last year~, and upkeep and maintenance of the par•k was given <br />a high r•ating. 67% of the r~espondents felt the City should pur~chase <br />Spooner Park. <br />Ther~e was also str•ong suppor~t for• the pur•chase of the Center•ville Road <br />pr~oper•ty as par•k. <br />19% indicated that they have used the Capitol View facility dur~ing the <br />last year•, with 27% indicating that they have used the pool when it <br />was open. Ther•e was str~ong suppor~t for~ City pur~chase of the r•ecr~eational <br />facilities at the Capitol View site. <br />53% indicated that they have used the Ger~vais 6each facility dur•ing the <br />past year~. 63% favor•ed completion of a bike path ar•ound Ger•vais even if <br />it meant a tax incr•ease. <br />Page -2- <br />
