MINUTES <br />City Council <br />April 27, 1988 <br />Boosalis <br />CUP <br />(Cont.) <br />Boosalis agr~eed to explor~e this suggestion. <br />Fahey pointed out that a r•ezoning r•equires 4 affirmative votes of the <br />Council and suggested that Boosalis will need to either~ pr~ovide a <br />gr•eater• buffer• ar•ea to the Townsley pr•oper•ty, or• will have to locate <br />his pr~oposed shopping center~ on the existing commercial pr•oper•ty <br />along Rice Str~eet. <br />Boosalis asked for• an indication fr•om the Council of the size buffer• <br />zone that might be acceptable. <br />Fahey pointed out that Mr~. Townsley is not agr•eeable to an incr~eased <br />buffer• zone. Fahey again suggested the L-shaped building. <br />Boosalis commented that visibility is a pr~oblem with an L-shaped <br />building noting the leasing difficulties for~ the portion of the <br />building that would not be visible from both the nor~th and south. <br />Scalze pointed out that ther•e ar•e many attr•active, successful L-shaped <br />shopping centers. <br />Boosalis noted that one example of an L-shaped shoppinq center~ exper•iencing <br />difficulty is the Mar•ketplace on Rice Str~eet. <br />Scalze again stated that ther~e ar•e many shopping center•s in an L-shape <br />which ar~e attr~active and successful. <br />Blesener• asked if par•king r•equir~ements have been met on the pr•oposal. <br />The Planner~ r•eplied that par•king is a little in excess of Code r•equirements. <br />Blesener• stated that given the 135 foot buffer• on the nor~th of Iona <br />Lane fr•om the 3-stor•y apartment development, he would be in favor~ of a <br />60 to 65 foot buffer~ on the south fr•om the one-stor•e shopping center•. <br />Blesener• felt the buffer• zone should be in gr•een area with plantings. <br />Fahey suggested that Boosalis develop several designs for Council <br />consider~ation noting his fir~st pr•efer•ence with leaving the existing <br />R-1 along Rice Str•eet as a buffer• zone to the Townsle,y pr•oper•ty. <br />LaValle noted that the pr•oper~ty along Rice Str•eet will not r~emain <br />vacant, but did not for•esee this pr•operty developing as R-1. <br />Blesener~ agr•eed that the pr~oper•ty along Rice Street will not develop <br />as R-l. <br />Collova stated that he would like to see the entir•e ar~ea r•esolved now. <br />Collova stated that he would be in favor~ of a 50 foot buffer• zone to <br />the nor•th and the pr~oper~ty to the east developed as R-1 as par~t of the <br />package. Collova stated that he would also like to see lar•ge, fast- <br />gr•owing tr•ees used for~ scr•eening along the norther~n edge of the pr•oper~ty. <br />Page -9- <br />
