MINUTES <br />City Council <br />Apr•il 27, 1988 <br />Boosalis Townsley asked if the shopping center~ could be angled so that only a <br />CUP por•tion of it encr•oaches on the R-1 pr•oper~ty. However•, Townsley <br />(Cont.) noted that the Iona Lane neighbor•hood is not in favor~ of par•king <br />behind the shopping center•. <br />Collova felt angling the building would for•ce additional par•king in <br />the back. <br />Bill Souchy, County Road C r~esident, r~epor~ted that Boosalis had indicated <br />to them that they wer~e consider~ing apar•tment development on the easter•n <br />por~tion of their pr•oper•ty. <br />Fahey noted that the Council has made it clear~ that it is not in favor• <br />of upzoning this property. The City has no remaining vacant land that <br />i s zoned for• apar~tments. <br />Scalze pointed out that the shopping center~ could be downsized and <br />par~king r~equir•ements met and be able to be developed within a 129 <br />foot depth fr•om Rice Str•eet. <br />Boosalis suggested that he explor~e var•ious options with the City Planner. <br />Fahey agr•eed that this was a good idea and pointed out that the Council <br />is not clear• on the size buffer• fr~om the nor~th that would be acceptable, <br />but noted that the size should be wider• than the 40 feet proposed. <br />Fahey al so noted that ther•e have been no contr~ar•y comments on the par~t <br />of the Council with r•egar•d to use of Tax Incr~ement Financing. <br />Don Pier•ce, Iona Lane resident, pointed out that Boosalis indicated to <br />the Planning Commission that they wer•e willing to sit on the pr~oper~ty <br />to the east and not devel op i t r~i ght away. However•, they wer•e i nter~ested <br />in developing it with something other than R-1. <br />Blesener• pointed out that this is a subject of negotiation. In or~der <br />for• the Council to r•ezone the front por•tion of pr•oper~ty along Rice Str•eet <br />from R-1 to Q-3, the City will requir•e the pr•oper~ty to the east to be <br />developed as R-1. <br />Boosalis stated that R-1 is feasible with the assistance of TIF. <br />Fahey suggested that Boosalis meet with Tim Townsley to address his <br />concer•ns. <br />Townsley asked when the lighting on the building would be changed. <br />Boosalis replied that the lights have been or•der•ed. <br />Townsley r•epor~ted that the tr~ash on the site has been cleaned up. <br />Nowever•, this pr•oblem was brought up in November•, and Boosalis claims <br />he was never• infor•med of this complaint. <br />Council felt the matter~ should be tabled until the May 25th Council <br />Page -10- <br />
