Nowever•, Fahey pointed out that this was a <br />Lane separ~ate issue which should be taken up later• in the meeting. <br />Impr•ovement <br />Petition Blesener• suggested that if the neighbor~hood wants decor•ative lighting <br />(Cont.) similar to that in the Westwinds Addition, cost estimates be put <br />together~ and number•s of lights wanted be deter•mined. <br />A r~esident of 748 Car•la Lane r•equested that, if possible, cur•b and <br />gutter be installed along with an over~lay since he has a pr•oblem with <br />car•s dr~i vi ng over• hi s 1 awn. <br />Mr•. Ellingston, 810 Carla Lane, repor•ted that he pur•chased his pr•oper•ty <br />in Febr•uar•y and although Carla Lane was once a pr•estigious neighbor•hood, <br />its cur•rent condition is appalling. Ellingston pointed out the amount <br />of tax dollar•s paid by the pr~oper•ty owner•s on Carla Lane and felt City <br />assistance was necessar•y to clean up the ar~ea. Ellingston outlined <br />pr•oblems of junk car~s, compost piles, lack of safety gr~ates over• stor•m <br />sewer•s, the stor•ing of non-owned r•ecr•eational vehicles. Ellingston <br />r•epor•ted that long-time r~esidents have infor•med him that the City will <br />not assist in r•esolving these matter~s. Ellingston stated that he did <br />not believe Car•la Lane r~esidents wer~e getting anything for• the tax <br />dollar•s they ar•e paying. <br />Scalze disagr~eed, and pointed out that other• ar~eas of the City voice <br />the same concer•ns, however•, the City tr~ies to be fair• to ever•yone. <br />Fahey noted that Ellingston's complaints ar•e the fir•st the Council has <br />hear~d of them, and infor~med Ellingston that this Council is one that <br />will take action to tr~y to r~esolve these concer•ns. However, Fahey <br />pointed out that the City must tr~eat people r•easonably and within the <br />Law. <br />Ellingston stated that fr~om the discussion he has hear•d tonight it is <br />appar•ent that the Council wants to keep impr•oving the City, and noted <br />that assistance is needed in cleaning up Car~la Lane. <br />Fahey r~epor~ted that the City will refer• these complaints to the Building <br />Inspector• for action. <br />Ellingston requested that the Engineer• pr•epare a feasibility r•eport for• <br />an alter•nate plan for~ str•eet improvement only without water•main for• <br />consideration by Carla Lane residents. <br />Scalze replied that this was done two year•s ago, however•, Car~la Lane <br />r•esidents wer•e opposed to the impr~ovement. However~, Scalze stated <br />that the situation may have changed. <br />Fahey r~epor~ted that str•eet impr~ovement would be assessed at 100% while <br />watermain impr•ovement would be assessed at 80%. If 50% of the proper•ty <br />owner•s ar•e in favor• of the impr•ovement, the City Council will or•der• it. <br />Page -12- <br />
