MINUTPS
City Council and Fire Department
June 2~, 19II8
The Chief described some of the training requirements and other equi~ment
requirements that are likely to be required in the future by various
government agencies.
The Council was taken on a tour of the building to show them the current
construction/remodeling problems which are under study by the Fire
Department,
The Fire Chief explained that 35~ oi the gambling proceeds received today
were being earmarked for the Relief Association to allow for upgrading of
Firefighters' pensions ~oith the intention that in the long run the City's
contribution could decrease once the Fire Department's pensions were up to
par ~aith other fire departments. First Assistant Chief Boss reported that
the ~otal net proceeds earned so far by the Department since commencing
the gambling operation caas about SB0,000 and 35~ of that fund, or around
8?.II,000, was intended to be placed in the Relief Association, A long term
goal of the Fire Department Relief Association is to get the Department's
benefit per year of service to an actuarially sound funded level equal
with other departmen~~. The 65% proceeds remaining are being placed into
the capital improvement/truck fund and ~ahe.~;~~i~,_~,,,,yga,;;,~~,;p~n_e~it ~~r"y,ea,~~ of:,
~.und,
Councilman fllesener asicecl the Fire Department to do a study of other
departments ~oith a time period projected ~aithin v~hich the Little Canada
Fire Department ~vould move to an approved benefit level ba~ed on this
study, Mr. Blesener ~oould like to see what other departmentu are paying
in the area of benefits per year of service. Chief Graczyk pointed out
that individual fire department pension information will be difficult to
get and there are also other factors which must be considered such as what
other departments pay their members, He pointed out that some departments
pay tYieir members SH or S9 an hour for fire calls, while the Little Canac1a
Fire Department does not. The Department will be preparing a comparison
with as much inf-ormation they can get to provide to the Council.
F'ireman Defsace pointed out that at the current Fire Department benefit
levels, the P,elief Association is only 87.5o funded and would not be fully
funded at present City contribution levels (assuming no benefit increases)
until 1991. This is based on a 513,500 per year contribution by the Ci.ty
which was increased to S1II,500 in 198D but even with this increase, the
Relief F~ssociation is still short of being fully f-unded at present benei-it
levels,
Councilpersons "calze and Collova agreed that a study should be done and a
goal and policy statement established by the Council on the issues raised
at the meeting, P~Irs. Scalze said she lilced the Pact that the Department
had set up a truck fund because of the expens9.ve nature of a fire truck
and the fact tha~ our City lacks the support from iraternal organizations
that other cities have (like DIo, St. Paul) which go out and buy their Fire
Department a ~ruck.
Page 2
