MINUTES <br />City Council <br />October 26, 1988 <br />Round Lake Don Larson, r•esident of the townhomes, pointed out that at the last <br />Trail meeting at which this was discussed, the Council agr•eed to withhold <br />Townhomes occupancy per•mits until the landscaning was completed in its entirety. <br />(Cont.) At that meeting the bond for the landscaping was discussed, and it has <br />just now been delivered to the City. Larson stated that the r•esidents <br />want the landscaping done and done corr~ectly. <br />Fahey asked the residents'feeling if the landscaping was completed to <br />50% and weather• did not permit its completion, if occupancy permits <br />were agr•eeable. Fahey pointed out that the City now has a letter of <br />credit, and if landscaping is not completed, the City can complete <br />the landscaping. <br />McNabb stated that he felt it unr•easonable that wor~k that was to have <br />been completed years ago is just now getting underway. McNabb did not <br />feel the residents of the townhomes were being unreasonable in expecting <br />this wor~k to be completed. <br />Fahey agreed, but pointed out that the work is now underway and the City <br />has the means of completing the wor~k if Mr~. Schr•ier~ does not complete it. <br />Scalze agr•eed that the City assured the r•esidents on September 14th that <br />the work would be completed before occupancy per~mits would be issued. <br />Fahe.y agr~eed, but pointed out that ther•e is now physical evidence that <br />the landscaping wor•k is un~er•way, and the City has the means to complete <br />the landscapinq. <br />McNabb pointed out that he has not seen the letter~ of credit and reported <br />that letters of cr•edit sometimes have restrictions or~ limitations on them. <br />Fahey asked if ther•e was any fur•ther information on the retaining wall <br />from the DNR. <br />Collova r•eplied that the City has a letter• on file from the DNR which <br />was received through Mr•. Schr•ier• after• he r•equested their• comments <br />on the r•etaining wall and erosion into the lake. <br />Fahey asked if there were other• concerns at the townhome develop that <br />residents would like the City to address. <br />P1cPlabb reported that par•king has now been striped, however, ther•e is <br />still the dispute that parking does not comply with the requirements <br />of the Development Agreement. <br />A resident of the townhomes agreed that par•king has now been striped, <br />however, there is an area that was to have been blacktopped for <br />parking which is now weeds. The resident stated that she wants to <br />see the landscaping completed and something done with this triangular <br />area. <br />Fahey suggested that a repr•esentative of the townhomes meet with the <br />City's Building Inspector to br•ing these concerns to his attention. <br />Page -16- <br />
