MINUTES <br />City Council <br />Dec. 14, 1988 <br />North Star Mr. ~eanNlundell and Sandy Thomas, representing APAC, All Park's Alliance <br />Mobilehome for• Change, apoear•ed before the Council outlining the need for a stor•m <br />Park shelter• in the Nor~th Star Mobilehome Par•k and the difficulties with distance <br />Disaster and access time to the Fire Hall, which is the park's designated disaster• <br />Shelter shelter. Mundell reportec! of access difficulties in and out of the park <br />in the past during times of heavy rains when these accesses were flooded. <br />Mundell also r•epor~ted that ther•e are elderly people, handicapped people, <br />people who do not drive or viith many chaldren, who have difficulty accessing <br />the Fire Hall as a disaster shelter•. <br />Thomas outlined the fact that the route to the Fire Hall has many traffic <br />signals which increases the access time to the Fire Nall. Thomas also <br />reported of a parking pr•oblem at the Fir~e Hall and the difficulty and <br />danger in crossing Little Canada Road to get to the Fir•e Hall if someone <br />is forced to par•k on the north side of Little Canada RoaA. <br />Mundell pr~esented the Council with a sketch of the type of storm shelter• <br />that residents are interested in having installed in the par•k. <br />Fahey asked if the park owner•s were invited to attend tonight's meeting. <br />The City Clerk replied that they wer•e not. <br />~lesener• pointed. out the flooding problems in the par•k and asked if it <br />would be the intention of the r•esidents that the shelter be r•aised up. <br />Mundell replied that ther~e ar•e ar~eas of the par•k, such as the play ar~ea, <br />which are high enough to accomodate the shelter. <br />Collova pointed out that the shelter~ would need to be anchored or• bermed <br />ar•ound. <br />Blesener asked how many residents there were in the park and if the <br />shelter• would be large enough to accommod.ate the majority of the r•esidents. <br />D9undell r•eplied that ther•e ar•e 212 homes in the park. Mundell estimated <br />that it would only be necessar•y to install a shelter lar•ge enough to <br />accommodate 100 to 125 people, since there ar~e some people who will not <br />use the shelter• and others who will not be home at the time a disaster~ <br />might occur. <br />Thomas suggested that two shelters be installed, one at the play ground <br />ar•ea and the other~ in the stor•age area. Thomas pointed out that these <br />two shelters would provide eas.y access for the majority of the r~esidents <br />in the par•k. <br />Fahey stated that the Council should not take any action on this matointed <br />until it has heard the input of the mobilehome par•k owner~s. Fahey p <br />out that the City has r•eceived a copy of the owner's disaster• plans. The <br />Council will be reviewing these plans to determine if they are feasible. <br />Fahey pointed out that the City has until March of 1989 befor•e formal action <br />is requir•ed on the plans. <br />Page -4- <br />
