MINUTES <br />City Council <br />Dec. 28, 1988 <br />Centerville should provide a very large buffer. Fahey pointed out that the City is <br />Road Park purchasing the property for~ development of a park and pointed out that <br />(Cont.) if the property had been developed as industr•ial pr~operty, the density <br />and impact on the surrounding properties would have been greater. <br />Fahey felt that a 50 foot buffer• for~ the par•king lots was in the best <br />interest of the City. <br />6lesener agreed, pointing out the efforts made by the Par•k Commission <br />for• placement of driveways and buffer•ing to have as little impact as <br />possible on surrounding proper~ties. <br />~lesener• felt it would be a big mistake to locate the parking lot behind <br />the Quality Blacktop property, where the parking lot would be hidden from <br />view and cause policing problems. <br />Fahe,y pointed out that there is very little buffer for• the r~esidents on <br />Eli Road who ar•e located acr•oss from the Spooner Park parking lot, and <br />the City has received no complaints from those r•esid.ents. Fahey stated <br />that he would suppor•t the Park Commission's original recommendation <br />for• the parking lot buffer, noting that the Commission has been using <br />the expertise of Bill Sanders in laying out the park in the best manner <br />possible. <br />Scalze pointed out that locating the soccer field adjacent to Centerville <br />Road was alreadY a big concession to property owners. <br />Collova agreed with the comments made by Blesener and Fahey. <br />The Planner noted that if the pr~operty were developed as industrial, an <br />industrial building would only be required to have a 40 foot setback, <br />which is closer than the proposed buffer for the parking lots. <br />Fahey noted past Council actions in requiring a 40 foot buffer fr•om <br />residential proper•ty on Iona Lane. Fahey felt that the buffer for the <br />par•king lot should be smaller than 75 feet. <br />Blesener noted pr~evious Park Commission comments about pr•oviding a walkway <br />fr~om the apartments into the Center•ville Road Park. Blesener• suggested <br />that this might be a mistal<e in that paople using the park may park in <br />the apartment par•king lot and then walk into the park. <br />Scalze felt that one way to pr~event this problem from occur•ing is to <br />provide adequate parking for the par•k. <br />Fahey felt that the Par•k Commission's discussion r•egar~ding t.rail development <br />in the Water Wor•ks proper•ty was good. <br />Scalze noted that the area is already used infor~mally, and agr•eed that <br />something more for•mal should be considered. Scalze noted that the Park <br />Commission has discussed this in the past. <br />Fahey suggested that the Park Commission put together a list of development <br />Page -10- <br />
