r~1 NurEs <br />City Council <br />Dec. 28, 1988 <br />Plowing <br />City <br />Trails <br />(Cont.) <br />Fahey asked if Public Works had. determined if the trails would be damaged <br />by plowing them. <br />Scalze r•eported that she discussed the matter• with the Public Works <br />Superintendent who has ind.icated that more and mor•e cities are plowing <br />trails. The City of Shoreview and the City of Roseville cur~rently plows <br />a por•tion of their trails. Scalze r•eported that Public Wor•ks has plowed <br />the trail fr~om Noel Drive to Center•ville Road, and this takes appr•oximately <br />15 minutes. Public Works feels there will be less ice build-up on the <br />tr•ai 1 s i f they are pl owed. Publ ic Wor~ks i s cur•r~ently usi ng thei r own <br />equipment, however, indicated that it may be necessar•y to purchase a snow <br />plower• attachment for the plowing. However, this piece of equipment could <br />be used for other~ City purposes as well. Scalze repor~ted tYiat she has had <br />a reo,uest to plow the trail from the shelter in Spooner Par•k to link up with <br />the trail currently being plowed.. <br />Scalze r•epor•ted that Public Wor~ks has indicated that the Spooner• Park tr•ail <br />is nar•row, pointing out that the newer• tr•ails in the City ar•e 8 feet wide <br />and much easier• to plow. <br />Scalze asked the Council's position on plowing the trail fr•om the shelter <br />to the trail cur•r•ently being plowed. <br />Collova repor•ted that he discussed the matter~ with some Thunder 6a,y residents <br />who are in favor of plowing trails in their area. <br />Fahey suggested that the trails in Spooner~ Park be plowed this year on an <br />exper•imental basis to determine if plowing does any damage to them. <br />Blesener did not feel plowing would damage the tr~ails as long as the ground <br />was fr~ozen. <br />Blesener felt that the Par•k Commission should make the determination as to <br />which trails should be plowed, and should work with Public Works on the <br />matter. <br />Blesener felt that if additional equipment was needed to plow the tr•ails, <br />that a portion of the cost should come from the Park Budget. <br />Scalze disagr•eed, feeling that this was a natur~al evolution for Public Wor~ks. <br />Fahey pointed out that at this time there is money in neither• the Par•k <br />budget, nor~ Public blorks budget for this cost. Fahey suggested that <br />the matter of deter•mining who will pay these costs should be discussed <br />at budget time. <br />Imp. ~lo. Fahey noted that the City has received a petition from the School District <br />88-23 for Improvement No. 88-23 (Little Canada School), school drainage, parking <br />lot and sidewalk improvement. <br />Agenda <br />Item No. 6a <br />Page -2- <br />
