MINUTES
City Council
Jan. 25, 1989
Rezoning Fahey stated that his concer•n was that there would be enough property
Frattalone on South Owasso so that a high-quality I-P development would be possible.
Pr•operty Fahey suggested that the depth of I-P zoning on South Owasso be greater.
(Cont.)
The City Planner agreed that the lar•ger• the I-P piece of proper~ty, the
lar~ger the development that could occur. However, the Planner~ pointed
out that the size of the I-P par~cel proposed by Mr•. Frattalone meets
the minimum standards of the I-P Distr~ict.
Scalze agreed that the I-P par•cel should be larger•.
Frattalone pointed out that the size parcel he is proposing is approximately
one acre. Frattalone pointed out that this is lar•ger than the lots in
Ryan Industrial Park. Frattalone stated that he would like to keep the
I-P parcel as small as possible so that his I-1 property is larger.
Fr~attalone outlined the uses that he constructed his existing building to
accomodate. Fr•attalone pointed out that whatever• business occupies his
building, it will, most likely, be a business that requir~ed a great deal
of outdoor storage. Fr•attalone pointed out the poor soils and low land
tha~ existed on his property and the extensive soil corrections that were
necessary in order that he could develop the building he did.
Fr•attalone r•eported that the current I-P zoning of his pr•oper•ty cuts the
resale value. Frattalone pointed out that he was previously located
on Park Str•eet, however•, due to the zoning of that pr~operty, he was
for•ced to relocate. Fr•attalone pointed out that he is now unable to
sell the building and he cannot find renters for• it. Frattalone stated
that he did not want to be faced with a similar situation at his cur•rent
location.
Frattalone also outlined the site improvement which he has made which are
in excess of Code r•equir~ements.
Fahey asked how much fur•ther Frattalone was willing to move the I-P
pr•operty line. Fahey stated that he would like to see a larger I-P
lot. Fahey also stated that he would not like to see a lot split
between the Fr~attalone building that would be zoned I-1 and would
downgr~ade the type of development that the City is tr~ying to achieve
in this ar~ea. Fahey suggested that another 100 feet of depth on the
I-P lot would be a good compromise.
The City Planner~ reported that another~ 100 feet would incr•ease the
lot size by about 3/4ths of an acr•e. The Planner pointed out that
before a building could be developed between Frattalone's existing
building and the I-P lot, the City would have to gr•ant a lot split.
Fahey asked if Frattalone would be agreeable that as a condition of
appr•oval of a rezoning, that no lot split would be granted for• the
proper~ty between the existing building and the I-P lot.
Fr•attalone suggested that if a lot split were ever r•equested, that the
Page -12-
