MINUTES <br />City Council <br />February 8, 1989 <br />The Mayor asked if they have authority to negotiate with <br />four haulers, why they don't do so. <br />Rick Collova said that it does not sound as if it's against <br />the law. <br />Scalze said that competition will get the best price. She <br />said they need to select bidders against each others <br />priceso <br />A Committee member said that by giving 1/3, 2/3, 3/3rds of <br />quadrants, than they will have an answer. <br />The Council said that they are not going to just take the <br />lowest rate. <br />Scalze said that they should know what bid is saying. <br />Mayor than recognized Dale Hendrickson of Waste Management <br />Blaine. <br />Hendrickson stated that by comparing single v. 1/3, 2/3, is <br />a good idea, because his company is very good recycler in <br />the country. <br />Mayor Fahey asked him if he is one of the big monopoly <br />companies for which the Council needs to be forewarned? <br />Dale Hendrickson said that they are a division of 84 <br />employees in Blaine. They are not a large residential <br />hauler. They are currently hauling in Little Canada. <br />Another hauler asked Norman if they emphasize the 300 <br />increase on April 1st. <br />Norman said they have an escalator clause. And that <br />because of savings, they can not go for an increase in <br />April or December because of the escalator clause. <br />The hauler asked if the procedure is for the hauler to come <br />to the City and ask for an increase in April, and Norman <br />replied yes. <br />The Mayor said that he expects the same provision in the <br />contract with the three haulers as in one, therefore if an <br />escalator clause is included with three than it will also <br />be included with one. <br />Page 6 <br />
