MINUTES <br />City Council <br />February 8, 1989 <br />One committee member suggested that one day per week would <br />be set for rubbage haulers in the City. He also informed <br />the Council that one quote from Blaine Waste Management is <br />out of proportion, because in Roseville they charge $13.00 <br />and their quote for Little Canada is $8.00/month. <br />The Mayor stated his own interpretation of the difference <br />as individual versus City contract. He also said that he <br />wants competitive rates. And that he is not interested in <br />putting someone out of business. He said it's better for <br />the County to have people thinking about garbage and <br />recycling at the same time. He questioned if any of the <br />current haulers were equipped to do recycling, and Sue from <br />Bellaire said that they were. <br />Jim Norman commented that White Bear's recycling is about <br />50-60%. They do a lottery where they pay $50.00/week to <br />the City Council's drawing. They split the sale of the <br />recyclables with the haulers. <br />A hauler asked a question regarding a labor problem. He <br />asked Norman if White Bear wouldn't be better with 2 or 3 <br />haulers currently hauling, to avoid strikes by the Union <br />within a big hauler's company. <br />The Mayor asked the Attorney if the City could pick 3 <br />haulers, without running into a legal problem. <br />The Attorney said that litigation in Hennepin County has <br />not been decided, and that under current law the City can <br />do either individual or consortium. <br />The Committee was asked if they had any more comments on <br />that. <br />Kathy Tipler said that the Committee and the haulers came <br />together in good faith, and that the Committee does not <br />feel qualified to set the rates for the haulers. The <br />haulers however, have stated that they feel bound not to <br />collude on prices, because of legislation. The Committee <br />feels that they are just going in a circle. They feel that <br />they should go with organized collection or if the haulers <br />want to get together and bid as one hauler then that's the <br />only way anything will get accomplished. <br />Page 5 <br />
