MINUTES <br />City Council <br />February 8, 1989 <br />The Mayor said that some are residential haulers, and some <br />are commercial haulers, and when dividing the City, this <br />must be taken into consideration. He said it probably can <br />not keep everyone happy, but that they must use sensible <br />guidelines in dividing up the City. The Council is not <br />looking to put any haulers out of business, but must stop <br />the duplicating of routes. He again stated that the <br />attorney's would look at the legal aspects, and if the City <br />Attorney says it~s o.k., then legally it's o.k. <br />Virginia Fisher said that there are days when 5 trucks are <br />on her street on the same day. She would be happy if each <br />hauler would stay in their certain area. <br />The Committee stated that a decision must be made. <br />The Mayor questioned whether the Committee recommended one <br />hauler because of concerns of law. If the committee's <br />decision is that it's best for the City to go with one <br />hauler, than it's o.k. He said organized collection is a <br />given; the question is which hauler(s). He then asked the <br />Committee if it was worth looking at the issue of multiple <br />haulers. <br />Tipler said that they have been looking at the one hauler <br />issue, and that they will now consider the multi-hauler, <br />City division idea. <br />The Mayor asked if all the haulers present are capable of <br />residential and commercial aspects of the City. The reply <br />was that they are, but they don't like it. <br />The comment by a hauler was that the City should be zoned. <br />The Mayor said that Poor Richard's whose information is <br />allegedly confidential, should tell the Council the <br />requested information, in order to stop duplication and to <br />fairly divide the City. The Mayor then asked when the 90 <br />day period started. He said that he wanted haulers to <br />provide the Council with figures; that each hauler should <br />present to the Council, the piece of the pie that they <br />want, and then the City will decide. He also said that not <br />every hauler must be considered. The Hauler must be able <br />to serve everyone in the area. Let the Committee work with <br />the Apartment v. residential issue.
