MINUTFS <br />City Council <br />Apr•il 26, 1989 <br />2500 squar•e feet in size <br />Wilcox stated that some cities do not take in the size of the buildinq in <br />determininq sign heiqht. <br />Wilcox pointed out that businesses ar•e willing to pay mor•e for~ pr•oper~ty <br />located alonq a freewa,y, and siqnage is an impor•tant par•t of the visibility <br />issue. <br />Scalze stated that some cities are trying to reduce their allowable siqn <br />heiqhts, pointing out the City of Idhite Bear• Lake. <br />Wilcox replied that the maximum sian heictht allowed in White Bear in commer•cial <br />ar•eas is 18 feet, with the exception of the auto dealer•ships alonq Hiahway 61 <br />which ar•e allowed 45 foot siqn heights. Wilcox pointed out that this shows <br />the willinqness of some cities to consider• visibility along hiqh speed <br />hiqhways. <br />Scalze asked what the siqn height would be for• a 2500 squar~e foot stor•e <br />developed by Connoco on Little Canada Road. <br />The City Planner replied that 16 feet would be the maximum. The Planner <br />pointed out that the City's sign ordinance does not recognize locations <br />along the fr~eeway. The Planner• also pointed out that the City of St. Paul's <br />report deals with heights for billboards, and this information is not applicable <br />in the Fina case. <br />Wilcox pointed out that the r~epor~t beains with a statement that business <br />signs should be given priority over advertising signs. <br />Blesener pointed out that billboar•ds ar•e not allowed in the City. <br />The Planner• stated that one way cities r•equlate billboar~ds is to place <br />a minimum spacing requir~ement between billboards. <br />Collova felt that a 15 foot maximum height for a siqn alonq the freeway <br />was restrictive. <br />Scalze pointed out that the City of Shoreview allows no aduertisinq signs. <br />The Council r~eviewed the application of the siqn or•dinances to the Fina <br />case fr•om the 4 sur~r•oundina communities, with Shor•eview allowinq an 18 foot <br />hiqh siqn, Roseville allowing a 25 foot hiqh siqn, Maplewood allowing a <br />siqn 25 feet in heiqht with some other~ conditions, and Vadnais Heights <br />allowing a siqn 20 feet in heiqht. <br />Scalze pointed out that most of these or•dinances addr•ess buildinc7 size <br />in relation,to the heiaht of the sign allowed. <br />Fahey reported that the purpose of the sign is to let people know where the <br />business is, and along the fr•eeway the size of the buildinq should not be a <br />factor•. <br />Paqe -19- <br />
