Scalze announced that the City Clerk is very i11 with major complications following surgery, The Council wishes the best for him and his family and asks for praysrs for his recovery, Mrs, Scalze announced that the dead~ine for submitting articles for the newslet~er ia June 17, and she invited the residents to ~ar~icipate, RSr. LaValle announced that Dawn Inman, a high school resident o~ Little Canada who was awarded a trip to Russia has a chance of getting financial help from the North Suburban Youth ~ssociation, the St. Joseph's Society and the Servants of f9ary, Improvement 39-9 ~1rsm Scalze opened the Public Ilearing concerning the proposed Improvement 89-9p tkze shoulder paving of Little Canada Road irom the Soo Line Railroad to Lakeshore Avenue. Dorz Carley presented the plans for an overlay of Little Canada Road from the ra9.7.road tracks down to Lakeshore, The County will charge the City an estimated 53,000 to install a shoulder on this ro1c1, and the City 4ai11 assess the abutting property. The City aiscussed splitting the assessment ~0-20. She asked direction from the Council regarding the problem oL Poor Richards. They cannot proceed wath dividing up the City until this is solved, b7rs. Scalze ytated that Poor kZichard's licenses have been revoked in Ramsey and Washington Counties because they ~aere not taking their solid waste to Newport. ~dr, Sweeney stated that they cannot haul in Ramsey County, Flowever, the City should wait and sort out i~he facts before revok9.ng their license. They are planning to appeal and he will continue to do some research, I~1rs, Tipler stated that we have ~o corne up with some permanent financing before the gran~ money runs out. The Council considered holding back the Netasletter until this matter is settled. t~9r. Scalze mentioned the recommenciations made by the Economic llevelopment Cornmittee to the Council concerning the Rice & C Cen~:er, One is that the TTI' funds from other projects do not go to~aards funding the ~oosalis project, Tu~o is that the City Council authorize P(fr. Wilson to work with Iioosalis in gettiny his figures more in line. r9r. F3oosalis appearec~ before the Council and presentecl the latest changes in the Rice & C Center I7 Compler. His plan is to cap~.ure the increment frorn the new center to ~~~rite do~an the cost of tkie residential subclivision. Sweeney reported that we do not have an ordinance in the City to require a license for the Citizens ~or a Better Environment. Tkie ordinance only applies to persons selling goods or services. They are registered caith the State of NIinnesota. Liquor License Nir. Sweeney expl~ined the change in the State law pertaining to liquor licenses. The 1aw allows the off-sale liquor stores to be open on New Years Aay and Independence Day. It also allows the on-sale operations to s~ay open until 1000 a.m. on Sundaysa t~Ir.
