MINUTES <br />City Council <br />August 9, 1989 <br />Council suggested that a special meeting be held on <br />September 6th, 1989 to consider 429 bonding. <br />Boosalis asked when he could begin construction given the <br />various public hearings that are required, Boosalis stated <br />that he would not oppose the assessment of the property that <br />he controlled. <br />The City Engineer reported that he will need to put together <br />cost estimates for the road and a public hearing notice will <br />need to be submitted for publication on August 23rd. <br />Council discussed the timing of the road construction, and <br />the City Engineer suggested that if all necessary approvals <br />are received, it is possible that the utilities and gravel <br />base could be installed this fall. <br />Boosalis asked if he could begin construction of the <br />commercial portion of the development after August 23rd, if <br />the Council acts favorably on the proposal. <br />Wilson replied that the City would have a development <br />contract in place for the TIF assistance, which could <br />include a provision that the developer agrees not to appeal <br />the assessment of his property for the road improvement. <br />Wilson felt that the City would have everything it needs <br />from D1r. Boosalis after the August 23rd meeting. <br />Fahey suggested that a letter be sent to the County Road C <br />residents who are involved in the project telling them that <br />there wi11 be discussion on bonding and assessment for the <br />residential road proposed by Boosalis at the August 23rd <br />meeting, <br />Blesener asked if there was any problem with the potential <br />tenant Eoosalis has for his retail center, <br />The City Planner replied that the proposed tenant use woul~ <br />be a permitted one. <br />Blesener suggested that the City Planner research this <br />tenant use to be sure that conditions such as distances, <br />etc. are met. <br />P7r.
