NIINUTFS <br />City Council <br />August 9, 19£39 <br />Morelan reminded that budget tirne is approaching and while <br />there are some large expenditures that are faciny the City <br />in the coming year 47ith regard to a new fire station and <br />City Hall expansion, [=lorelan urged the Council not to £orget <br />the City's recreation program. P4orelan pointed out the <br />importance of a good parks and recreation program to the <br />City's quality o£ life and the City's youth. <br />Fahey thanked the Recreation ~ssociation on behalf of ~he <br />City for its generous donation. <br />PFIYNE The City Engineer reported that at the last meeting the <br />AVENUE Council revieo~ed a plan for the repair o£ Payne Avenue, <br />RECONSTRUC- which included the reconstruction of the north end of the <br />TION street and the sea lcoating of the entire length of Payne <br /> Avenue. The City Fngineer presented the Council with a cost <br /> estimate for this work. <br />Fahey reviewed ~his cost estimate ~ohich amounted to 5169,535 <br />£or the entire project, Fahey pointed out that the City has <br />a policy of assessing IIOo oi the cost of such improvements <br />with the remaining 20% to be paid through general taxation. <br />Therefore, £or Payne Avenue $105,962 would need to be <br />assessed which would amount to 51,926 per lot. Pahey stated <br />that at this point the appropriate action would be for the <br />City Council to call for a public hearing to consider the <br />project, <br />Don Volman, Payne Avenue resident, ~sked if the decision to <br />order the improvement has alreacly been made, or if public <br />input will be cons9.dered. <br />Fahey replied that input £rom the public e~i11 be considered <br />at the public hearing, however, pointed out that Payne <br />~lvenue will need to be repaired at some point, <br />Volman pointecl out the arnount of tra£fic using Payne Avenue, <br />most of which is from the housing located to the east, <br />Volman also pointed out the amount of construction traffic <br />that has used Payne Avenue during the development of this <br />housing to the east, Volman also pointed out the history of <br />drainage problems on Payne Avenue as well as compaction <br />problemse Volman stated that he did not believe the base <br />coas properly compacted when the street was installed, <br />Volman stated that he felt that the <br />Payne Avenue should be borne by more <br />Avenue residents, <br />cost of reconstructing <br />than just the Payne <br />Page 4 <br />
