b'IINUTES <br />City Council <br />~ugust 9, 19II9 <br />Fiob Jackson, Payne Avenue resident, reported that cvithin two <br />or three years after Payne Avenue was improved, the road had <br />deteriorated, .7ackson did not feel the deterioration ~vas <br />due solely to construction traffic, Jackson did not feel <br />the road was proper7.y engineered in the first place. <br />Jackson asked the results of soils tests on the streete <br />The City rngineer reported tha~ the City had tv~o soil tests <br />done in the Fall of 1988 and those tests indicated that the <br />base has disappeared from under the north section of the <br />road, <br />Jackson asked ho~v subsoil conditions could changee <br />E'ahey pointed out that the street was constructed to City <br />standards. However, the subsoil conditions in tha~ area are <br />very bad and the base material has disappeared, E1hey <br />pointed out that the City ~ngineer is proposing to install a <br />fabric material under the street to prevent this base from <br />disappearing. <br />Jackson commented that Payne Avenue residents have paid for <br />a street that should have lasted 15 to 20 years, however, <br />have only received about one-third of the life of the <br />street. Jackson asked why the fabric material ~aas not <br />installed ~ahen the street was first improved. <br />The City Sngineer replied that the fabric is a new idea <br />~ehich was not available when Payne Avenue was first <br />improved. <br />Fah~y asked if the City Engineer has copies of the original <br />soil tests that where done prior to Payne Avenue being <br />improved. Fahey requested that copies oP these test reports <br />be made available to the Council and public. Fahey asked <br />why the subsoil conditions U~ere not apparant when the street <br />was first improved. <br />The City Engineer reported that the traffic action on the <br />street is causing water to be pumped up through the subsoil <br />and this is what has caused the base under Payne Avenue to <br />disappear. The City Engineer reported that several inches <br />of base where installed under the north end of Payne Avenue <br />and this base has disappeared. <br />Jackson did not believe that the residents of Payne Avenue <br />should be held liable for a street that was not constructed <br />properly, <br />Page 5 <br />
