MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />The City Enqineer replied that any disturbed property <br />would have to be restored to its original condition. <br />Scalze pointed out that it is not the job of the <br />Council to determine where the storm sewer will go. <br />That is the City Engineer's responsibility, and he will <br />be making such a recommendation to the Council. <br />Fahey pointed out that the City Council will not know <br />the specific location of the storm sewer until after <br />the project is approved, plans and specs prepared, and <br />the Watershed makes their recommendation. Fahey stated <br />that the Council wants to install the storm sewer with <br />the least amount of controversy possible and to resolve <br />existing drainage problems in the area. Fahey felt <br />that the project cost should be set at $350,000 as <br />outlined by the City Engineer leaving in easement <br />acquisition costs an the section of storm sewer to <br />Round Lake as part of this improvement. <br />Pantzer asked if adjacent homeowners in the area would <br />be assessed for this project. <br />The City Engineer stated that there would probably be <br />no benefit to the existing homeowners, therefore, they <br />would not be assessed. However, there would be a <br />benefit to the existing shopping center, and the <br />shopping center would share in the assessment costs. <br />Pantzer asked if the Counoil and adjacent homeowners <br />could meet with the Watershed on this project. <br />Fahey did not feel it necessary for the City Council to <br />meet with the Watershed, but suggested that the City <br />Engineer and homeowners could meet with the Watershed. <br />Fahey stated that if the project is approved, the City <br />Engineer will be authorized to prepare plans and specs <br />for the project. After those plans are prepared, the <br />City will review them and Fahey suggested that the <br />residents of the area be invited to that meeting so <br />that their drainage concerns can be addressed. <br />Pantzer stated that the residents expected that their <br />concerns would be addressed this evening. Pantzer <br />asked if the residents of the area would have any input <br />at the upcoming meeting. <br />Page 10 <br />
