MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />Fahey introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. 89-9-424 - CLOSING THE PUBLIC AEARING <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Fahey, Scalze, LaValle, Blesener, Fahey. <br />Nays (o). <br />Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 89-9-425 - APPROVING IMPROVEMENT <br />NO. 89-16, A NEW STREET IN THE PROPOSED BOOSALIS <br />ADDITION FROM COUNTY ROAD C NORTH AND EAST TO THE <br />CUL-DE-SAC BY GRADING, SANITARY SEWER, WATERMAIN, <br />STORM SEWER, GRAVEL BASE, CONCRETE CURB AND GUTTER <br />AND BITUMINOUS SURFACING, AT AN ESTIMATED COST OF <br />$350,000, WAICH INCLUDES $302,000 IN PROJECT COSTS <br />PLUS ADDITIONAL MONIES FOR THE EXTENSION OF STORM <br />SEWER TO ROUND LAKE, AS WELL AS APPROVING TAE CONCEPT <br />OF THE PROPOSAL TO USE A PORTION OF THE TAX INCREMENT <br />FINANCING GENERATED FROM THIS PROJECT TO WRITE DOWN <br />A PORTION OF THE ASSESSMENTS FOR THE SEVEN LOTS <br />ON COUNTY ROAD C TO A REASONABLE LEVEL WHICH WILL <br />BE DETERMINED BY THE CITY COUNCIL AT THE TIME OF <br />THE ASSESSMENT HEARING AND AUTAORIZING THE CITY <br />ENGINEER TO PREPARE PLANS AND SPECS FOR IMP. NO. <br />89-16 <br />The foregoing resolution was duly seconded by Mr. <br />LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Blesener, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Collova asked if reducing the assessment on the seven <br />residential lots would be fair to Mr. Boosalis and the <br />eleven residential lots which he would control. <br />Fahey felt that such an arrangement could be addressed <br />in the development agreement by including a stipulation <br />that Boosalis could not object to the reduced <br />assessment for the seven lots. <br />Page 14 <br />
