MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />Road C be investigated. The Engineer reported that he <br />has looked at that possibility, however, it would not <br />be feasible since the run-off from this area would <br />overload the County Road C storm sewer. The City <br />Engineer reported that he also looked at the <br />possibility of building up the pond on the Boosalis <br />property, however the animal clinic adjacent to the <br />pond has an underground heating system located three <br />feet below its basement floor. If the pond flooded, <br />there would be the possibility of flooding the animal <br />clinic basement and damaging its heating system. <br />The Engineer also reported that he looked at the <br />possibility of piping run-off through the Iona Lane <br />storm sewer, however, that storm sewer is not large <br />enough to handle the run-off from the Boosalis <br />property. <br />Therefore, the City Engineer stated that the only <br />answer would be to go north with the run-off, either <br />through the Pierce or Schrier property and eventually <br />into Round Lake. The City Enqineer reported that the <br />drainage plans have been submitted to the Watershed for <br />their review. The Engineer stated that further details <br />on the drainage would be worked out if and when the <br />Council orders tt~e improvement. <br />The City Enqineer reported that the estimated cost of <br />Improvement No. 89-16 is $350,000. The Engineer <br />pointed out that $302,000 includes the on-site <br />improvements and the additional $48,000 would include <br />improvements to get run-off to Round Lake. The <br />Engineer stated that it is the Council's decision on <br />whether the Boosalis project should be charged the cost <br />of getting run-off from the site into Round Lake. <br />Fahey suggested that the cost of storm sewer from the <br />Boosalis property to Round Lake could be assessed to <br />benefiting properties which would abutt the <br />improvement. <br />The Engineer also suggested that the cost could come <br />from the City's Storm Sewer Fund. <br />Scalze asked if drainage easements existed to get storm <br />sewer down to Round Lake. <br />The City Engineer reported that there is an approximate <br />10 foot easement on the west side of the Schreier lots. <br />Page 3 <br />
