MINUTE5 <br />CITY COUNCIL <br />September 6, 1989 <br />Don Pierce, Iona Lane resident, stated that there is a <br />15 foot easement on the west side of the Schreier <br />lots. <br />Pierce reported that he has only a 5 foot utility <br />easement on his property. Pierce reported that he was <br />opposed to a storm sewer through his property, pointing <br />out that there would be trees and vegetation disturbed <br />on his property. Pierce reported that there is a ditch <br />adjacent to his home and he has tried in the past to <br />find out who owns this ditch, but has not been <br />successful. <br />Pierce reported that he put some blacktop in the ditch <br />as well as a culvert so that the ditch will drain by <br />his home. Pierce expressed concern that when the <br />Schreier property was developed, the City did not plan <br />for the extension of storm sewer down to Round Lake. <br />Boosalis stated that it was unfair to now utilize his <br />property for a storm sewer, and stated that he would <br />prefer the Boosalis drainage to go to the County Road C <br />storm sewer, even if that meant that the storm sewer <br />would have to be resized to handle the additional <br />run-off. <br />Fahey pointed out that when the Schreier property was <br />developed, no one knew how the Steneroden property <br />would develop, that is why the storm sewer to Round <br />Lake was not planned at that time. Fahey stated that <br />to the extent it can be done, the City would put the <br />storm sewer in the existing Schreier easement. <br />Scalze asked how much the storm sewer to Round Lake <br />would cost. <br />The City Engineer estimated the cost from the Boosalis <br />property into Round Lake at $16,000. <br />Pierce pointed out that there is no easement for a <br />storm sewer on his property, he only has a utility <br />easement. Pierce reported that the Schreier property <br />has a 15 foot easement, however, pointed out that there <br />are utilities in the ground which might make the <br />installation of storm sewer within that easement <br />difficult. Pierce suggested that if a storm sewer is <br />run to Round Lake, the existing pipes in the area be <br />tied into it and that the Schreier pond be eliminated. <br />Page 4 <br />
