MINUTES CITY COUNCIL SEPTEMBER 12, 1989 Freeman felt that the job catagory in which she was classified effected the results of the comparable worth survey. Freeman felt the survey was based on titles. LaValle pointed out that after a new City Administrator is in place, the Administrator may want to do some re-organization and may have recommendations on salaries. Fahey pointed out that it was his understanding that the City Clerk made investment decisions for the City. Freeman replied that this was not true, that she has always handled investments for the City. LaValle stated that he agreed with Freeman's request and felt her salary should be increased to the same level as Mr. Steele's. LaValle pointed out that the difference is less than $1 per hour. LaValle also pointed out the additional duties the staff has performaned in the absence of the City Clerk. Collova suggested that an interim bonus be considered for City employees for their assumption of the City Clerk's duties. However, Collova stated that he had difficulty questioning the results of the comparable worth study at this point. Blesener stated that he will be recommending a 15% increase for the Public Works Superintendent for 1990, pointing out that his salary is about 30% less than that of the previous Superintendent, and pointing out the additional duties that the Superintendent has in addition to Public Works. Blesener also reported that he will be discussing other Public Works salaries with the Superintendent, and will come in with a recommendation. Harris questioned the method of granting across-the-board increases, sugqesting that the City have a merit increase plus a cost of living increase. Fahey pointed out that the basis for granting salary increases has been unstructured in the past, and suggested that this is one area a new City Administrator will address. Paqe 12
