MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1989 <br />capital outlay items that are necessary for street <br />maintenance or public safety. <br />Fahey aksed if the City's contingency funds could be <br />used for park capital outlay items. <br />The Auditor reported that the City <br />$53,000 in reserve balances in the <br />Improvement Fund that are not comm <br />The City could use these funds for <br />items or could save this money for <br />building. <br />has approximately <br />General Capital <br />itted or earmarked. <br />park capital outlay <br />a new fire station <br />LaValle and Blesener suggested that the money be saved <br />for the new fire station. <br />Voto asked the Council's position on purchasing a <br />street sweeper during 1990. <br />Fahey stated that he liked the idea of sweeping City <br />streets more than once per year, but felt that the City <br />cannot short-change itself in other areas. <br />Blesener asked if there were other cities in the area <br />who owned their own sweeper. <br />Harris replied that few do not. <br />Fahey suggested that a survey be done to determine <br />which cities own sweepers. <br />Council discussed the timing for holding the budget <br />meeting, with the City Auditor to determine the date by <br />which the meeting must be held. <br />Fahey pointed out that the proposal in the budget is <br />for a 4% salary increase across-the-board for City <br />employees. <br />Annette Freeman stated that she felt her salary should <br />be increased to at least the same level as Joe <br />Steele's. Freeman pointed out the length of time she <br />has been with the City as well as the duties she <br />performs. Freeman felt her duties warranted the <br />additional increase. <br />Scalze asked why the comparable worth survey did not <br />reflect the additional salary for the duties performed <br />by Freeman. <br />Page 11 <br />
