MINUTES CITY COUNCIL SEPTEMBER 12, 1989 street sweeping at $5,000, and pointed out that the City needs to be swept 3 to 4 times per year. Fahey stated that he would like to see some information supporting Harris' position. Blesener suggested that the purchase of a street sweeper be held off for a while, but pointed out the immediate need for a skid steer and a new dump truck. Harris reported that the skid steer would replace the City's tractor and would be used to plow trails during the winter. The tractor would be kept as a back-up llnlt. It was the concensus of the Council that the skid steer was needed during 1990. Scalze pointed out that a portion of the cost of the skid steer would come from the Park Budget. Harris pointed out that he is also budgeting for an additional maintenance worker. Blesener indicated that the maintenance worker is needed for maintenance of the additional park land in the City as well as to ensure that maintenance items currently not getting done because of lack of manpower are done. Blesener pointed out that in addition to the added park land, the City has added a considerable amount of streets in the last few years. Fahey questioned the need for a street sweeper. Harris pointed out that City ordinances require that streets be kept clean. In the case of contractors who have not cleaned streets adequately, there is lag-time in hiring a sweeper to get the job done since a two week notice is required. Harris pointed out that this makes it difficult to enforce the City's ordinances. Blesener stated that he has no problem with the general concept that the sweeper is needed, but rather with the $80,000 cost at this time. Fahey asked if the additional manpower is needed for sweeping. Harris replied that the additional manpower is needed to do park maintenance and other maintenance items currently not getting done.
