MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1989 <br />street sweeping at $5,000, and pointed out that the <br />City needs to be swept 3 to 4 times per year. <br />Fahey stated that he would like to see some information <br />supporting Harris' position. <br />Blesener suggested that the purchase of a street <br />sweeper be held off for a while, but pointed out the <br />immediate need for a skid steer and a new dump truck. <br />Harris reported that the skid steer would replace the <br />City's tractor and would be used to plow trails during <br />the winter. The tractor would be kept as a back-up <br />llnlt. <br />It was the concensus of the Council that the skid steer <br />was needed during 1990. Scalze pointed out that a <br />portion of the cost of the skid steer would come from <br />the Park Budget. <br />Harris pointed out that he is also budgeting for an <br />additional maintenance worker. Blesener indicated that <br />the maintenance worker is needed for maintenance of the <br />additional park land in the City as well as to ensure <br />that maintenance items currently not getting done <br />because of lack of manpower are done. Blesener pointed <br />out that in addition to the added park land, the City <br />has added a considerable amount of streets in the last <br />few years. <br />Fahey questioned the need for a street sweeper. <br />Harris pointed out that City ordinances require that <br />streets be kept clean. In the case of contractors who <br />have not cleaned streets adequately, there is lag-time <br />in hiring a sweeper to get the job done since a two <br />week notice is required. Harris pointed out that this <br />makes it difficult to enforce the City's ordinances. <br />Blesener stated that he has no problem with the general <br />concept that the sweeper is needed, but rather with the <br />$80,000 cost at this time. <br />Fahey asked if the additional manpower is needed for <br />sweeping. <br />Harris replied that the additional manpower is needed <br />to do park maintenance and other maintenance items <br />currently not getting done. <br />Page 5 <br />
