MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1989 <br />Council discussed financing of a sweeper with the City <br />Auditor who estimated that if equipment certificates <br />were used and the City paid cash, the cost of the <br />sweeper would be $70,000 rather than $80,000. <br />LaValle stated that he felt the purchase of a sweeper <br />should be delayed. <br />Scalze suggested that the Auditor list the items that <br />could be financed through equipment certificates, and <br />the Council can review the list and determine what <br />expenditures it can go ahead with during 1990. <br />Collova stated that he felt a sweeper would be a last <br />priority item. <br />Fahey pointed out that a sweeper is not a high priority <br />item as far as public safety is concerned. <br />Harris disagreed. <br />Harris then reviewed his request to replace the 1975 <br />Dodqe dump-truck which he reported needed $2,000 in <br />repairs just to make it safe to operate. <br />Other public works capital outlay items were reviewed, <br />with LaValle expressing concern with the $2,000 <br />requested for a paint striper. LaValle felt it may be <br />less expensive to contract for paint striping, rather <br />than purchasing a striper which would require three <br />maintenance workers to operate. <br />Aarris pointed out the areas where the striper would be <br />used, and reported that the City paid approximately <br />$2,000 for the County to do its striping last year. <br />Harris felt that the City could do the striping itself <br />and have the job done in a more timely manner. <br />Fahey asked what other cities are doing. <br />LaValle pointed out that Shoreview contracts its <br />striping. <br />Fahey stated that he was in favor of the purchase of a <br />striper pointing out that it is a public safety issue <br />in getting the striping of crosswalks and school <br />crossings done quickly. However, Fahey stated that he <br />did not want to see additional maintenance workers <br />added because of these additional duties. <br />Page 6 <br />
