MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2025 <br />stated that in 2025 they are looking to have a structure that could hold artwork where they could rotate <br />the artwork being displayed. <br />Miller recognized that trees will need to be planted near the trail between the new development and <br />Gervais Mill Park. The Parks and Recreation Director commented that there was a tree plan approved, <br />and some trees were removed that were not planned for and would be replanted. <br />Gutierrez asked if the community garden would only be open to residents. She stated that there have <br />been conversations with the Hmong senior center and asked if space could be available for that use. <br />The Parks and Recreation Director commented that the gardens would be open to residents and <br />businesses and confirmed that organization was included in the discussion and would be considered <br />residents. <br />Gutierrez asked where parking would occur as parking is not allowed on Country Drive. The Parks <br />and Recreation Director commented that there is a curb cut on Country Drive and some type of parking <br />would be provided along Country Drive or to the south of the community gardens. Malone asked if <br />the gardens would be free for residents. The Parks and Recreation Director commented that there <br />would be a nominal fee, which he believed was $40 for residents and $50 for nonresidents per plot. <br />Malone asked if the City would be composting in the fall or whether that would be done by tenants. <br />The Parks and Recreation Director replied that the tenants would do that and space on the property <br />would be provided for composting. He stated that non-compostable materials would be required to be <br />removed at the end of the season. <br />Kwapick asked if there would be planned maintenance for rain gardens this year. The Public Works <br />Director confirmed that there is planned maintenance for different rain gardens throughout the <br />community, noting that $30,000 has been budgeted annually for rain garden maintenance. <br />Malone asked if those are located on private property. The Public Works Director replied that these <br />are located within the right-of-way. <br />Mayor Fischer thanked staff for completing the review of projects completed by both parks and public <br />works. He noted a previous assessment that was completed identifying the needed maintenance of <br />City facilities and commented that they have been chipping away at those projects at a much lower <br />cost than the original estimates. He stated that he looks forward to the 2025 projects. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Kwapick stated that he and Miller as part of the Ramsey County League of Local Governments <br />attended a presentation and tour of the Ramsey County Recycling and Energy Center and provided a <br />summary. <br />Miller provided additional input on the information received as part of the tour and presentation. He <br />commented on a recent training he completed through the League of Minnesota Cities which <br />mentioned sign regulations and free speech. He commended staff for the work on the updated <br />ordinance. <br />5 <br />
