MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />The City Engineer estimated the cost for mapping to be <br />between $15,000 and $20,000. <br />Lobermeier described the importance of the 2 foot <br />contour maps in identifying problem areas within the <br />City and solutions. Lobermeier reported that SEH has <br />done plans for various other cities and reported that <br />the costs have ranged between $40,000 and $100,000. <br />Scalze asked the cost of preparing the North St. Paul <br />plan. <br />Lobermeier replied that the cost of North St. Paul's <br />plan was $28,000. The cost of the plan will depend on <br />the amount of land area within the City and the number <br />of ponding areas within the City. <br />Scalze asked if the City would be taking proposals for <br />preparation of the Water Management Plan. <br />Lobermeier replied that the City would probably ask for <br />proposals from firms for the preparation of the plan. <br />Scalze pointed out that the City has not budgeted any <br />funds for the cost of preparation of the plan. <br />Lobermeier reported that the Law requiring the plan has <br />been around since 1982. The County has indicated that <br />communities have one year to adopt their plan after the <br />County has its plan in place. The County adopted its <br />plan in 1986. <br />Blesener pointed out that the Watershed did a <br />comprehensive plan as part of the Lake Phalen report. <br />Blesener asked if this plan will accomplish a lot of <br />what is needed. <br />Lobermeier stated that it was his opinion that it would <br />not. The Watershed looked at the issue with a broad <br />stroke and did not pick up the details on local <br />flooding issues. Lobermeier reported that the idea <br />behind the plan is to try to prevent undertaking costly <br />improvements that may be unnecessary. <br />Blesener asked if the plan would identify a situation <br />where an existinq holding pond is not necessary and <br />could be filled in. <br />Lobermeier replied that that was correct.
