MINUTES <br />CITY COUNCIL <br />September 13, <br />METRO <br />SURFACE <br />WATER MGMT <br />ACT <br />1989 <br />RESOLUTION NO. 89-9-438 - AUTHORIZING THE CITY ATTORNEY <br />TO PREPARE THE NECESSARY LANGUAGE REGARDING ORGANIZED <br />COLLECTION AND RECYCLING FOR INCLUSION ON THE CITY'S <br />TRASH HAULERS LICENSE AND APPLICATION FORMS <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Fahey, Scalze, Blesener, Collova, LaValle. <br />Nays (o). <br />Resolution declared adopted. <br />Mr. Mark Lobermeyer and Mr. Joel Schilling, <br />representing SEH, appeared before the Council to <br />discuss the Metropolitan Surface Water Management Act. <br />Schilling reported that the Legislature passed the <br />Metro Surface Water Management Act in 1982. The <br />purpose of the Act is to get local units of government <br />together to work on the issue of surface water. As a <br />result of this Act, the City is required to put <br />together a local water management plan. Schilling <br />reviewed in detail a report dated September 6, 1989 <br />which has been submitted to the Council and which <br />includes a proposed Scope of Work and Presentation <br />Outline. <br />Fahey pointed out that the City is in the process of <br />hiring a new City Administrator and will also need to <br />hire a new City Engineer since Mr. Carley is retiring. <br />Fahey asked if there was any urgency in adopting a <br />Surface Water Management Plan and asked if this matter <br />could be postponed until after January lst. <br />Schilling replied that at this time the Legislature has <br />not established a deadline for adoption of such a plan, <br />however, Schilling anticipated that at some point a <br />deadline would be established. <br />Scalze asked if there will be any grants or funding <br />available to assist in the cost of producing the plan. <br />Schilling replied that at this time there are no grants <br />available, however, there is discussion on the subject. <br />Blesener asked for an estimated cost for developing the <br />plan. <br />Lobermeier described the process used for developing <br />the plan in detail. <br />Paqe 16 <br />
