MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />The Council scheduled a workshop meeting for Wednesday, <br />September 27th at 7 p.m. with Ippel and Farnham. <br />Farnham reported that he will put together a <br />step-by-step sequence of what needs to be done to <br />establish either an EDA or HRA and additional <br />information on the financing option discussed this <br />evening. <br />CELEBRATE Bill Sanders reported that as part of the Celebrate MN <br />MN 1990 1990 Grant Program, the electrical work in Spooner Park <br />has been completed, and construction on the Spooner <br />Park play equipment will begin this week. <br />Sanders described the DeSoto trail system that is <br />planned from Eli Road to Pioneer Park. Sanders pointed <br />out that a portion of the Montreal Courts fence will <br />have to be relocated. The fence is located within the <br />right-of-way. <br />Scalze reported that depending on the amount of the <br />bid, the trail may not be extended all the way to <br />Pioneer Park initially. Bid alternates have been set <br />up for extending the trail north of LaBore Road and <br />north of Eli. Scalze reported that the Park Commission <br />will review the bids at their September 21st meeting <br />and will have a recommendation to the City Council for <br />consideration at the September 27th meeting. <br />Sanders described the street lighting planned for <br />Little Canada Road, as well as landscaping which are a <br />part of the City's participation in Celebrate MN 1990. <br />Sanders also reported that he will be working with MN <br />DOT about replacing the existing fencinq on the Little <br />Canada Road bridge with a decorative railing. <br />Mr. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 89-9-440 - ADVERTISING FOR BIDS FOR <br />LANDSCAPING, FLAGPOLES, BANNERS, STREET LIGHTING AND <br />TRAIL CONNECTION AS PART OF THE CELEBRATE MINNESOTA <br />1990 PROGRAM AS OUTLINED IN BILL SANDER'S LETTER DATED <br />SEPTEMBER 6, 1989 <br />Page 22 <br />
