Boosalis suggested that if the City Engineer <br />agrees that the run-off situation is being improved, he then <br />questioned why he should be responsible for the storm sewer <br />improvement to the north of his site that has been proposed. <br />Boosalis suggested that other properties are benefiting from <br />the improvement and should share in the cost. <br />Scalze pointed out that the Boosalis project includes <br />rooftops and bituminous areas, therefore, run-off will be <br />increased. <br />Boosalis reported that even with the additional impervious <br />surface, his drainage plan will slow down the rate of <br />run-off leaving the site. <br />The City Engineer reported that the Watershed now says that <br />once a site is developed, there cannot be more water leaving <br />the site than before it was developed. The City Engineer <br />reported that Mr. Boosalis is saying that he should not be <br />required to pay for the improvement downstream. <br />Boosalis reported that if the City Engineer's estimates are <br />correct, there should be enough money to pay off the bonds. <br />Boosalis also pointed out that if the figures are correct it <br />is likely that there will be no excess increment, therefore, <br />he must get his costs reduced. Boosalis stated that if <br />other people are benefited by the storm sewer project to the <br />north of his site, he does not feel that he should have to <br />pay the entire cost. <br />Fahey pointed out that there have been other instances in <br />the City where storm sewer projects have been assessed, and <br />all the properties draining into the storm sewer were <br />assessed. <br />Scalze pointed out that the Iona Lane residents have taken <br />the position that their storm sewer flows into the existing <br />ditch, therefore the storm sewer project would not benefit <br />them. Scalze asked if the Iona Lane drainage system was <br />adequate. <br />The City Engineer stated that he believed the storm sewer <br />project would benefit Iona Lane properties, however, pointed <br />out that the Iona Lane residents will oppose such a <br />position. <br />Boosalis suggested that if the Iona Lane residents take the <br />Page 4 <br />
