MINUTES <br />CITY COUNCIL <br />September 26, 1989 <br />Council next reviewed the salaries of Park and <br />Recreation personnel with Jim Morelan stating that the <br />proposed 4% increase was acceptable. <br />However, Council had discussion on the minimum wage <br />which is offered for beginning part-time Park and <br />Recreation personnel, and it was the concensus of the <br />Council that minimum wage was not adequate to attract <br />the type of personnel the City wants. Therefore, it <br />was the concensus of the Council that a minimum <br />starting wage of $4.25 per hour should be established <br />for beginning part-time Park and Recreation personnel, <br />and the salary scale should be adjusted accordingly. <br />The Council asked for a copy of the adjusted salary <br />scale once it is completed. <br />Next reviewed were salaries of office personnel. <br />LaValle recommended that Annette Freeman's salary be <br />adjusted to the same level as that of Joe Steele's. <br />Council agreed and it also discussed that a bonus or <br />temporary increase should be considered for Freeman for <br />the additional duties she has assumed in the last few <br />months while the City is conducting its search for a <br />new City Administrator. <br />Council reviewed the request of Jespersen and <br />VanSchoonhoven for compensation equal to that of <br />Glanzer's. It was the concensus of the Council to deny <br />this request since the Council felt that there should <br />be a salary differential since Glanzer's position <br />involves late night and early morning hours. However, <br />the Council stated that this action was not intended to <br />minimize the contributions of Jespersen and <br />VanSchoonhoven. <br />Council discussed the job performance of Kohler, and <br />the Council requested that Freeman and LaValle discuss <br />with her concerns that have been voiced with regard to <br />her performance. <br />Council felt that a cash bonus should be considered for <br />Freeman, Jespersen and VanSchoonhoven for the extra <br />duties they have assumed since the City Clerk was taken <br />ill earlier this year. Council suggested that LaValle <br />and Freeman put a recommendation together for the <br />Council to consider, with Blesener suggesting that <br />Page 3 <br />
