MINUTES CITY COUNCIL FEBRUARY 12, 2025 METROPOLITAN MOSQUITO CONTROL DISTRICT The Parks and Recreation Director noted that the Metropolitan Mosquito Control District (MMCD) provides a number of services and provided an overview of those services. He introduced the Public Affairs Manager from MMCD. Alex Carlson, MMCD, provided background information on the MMCD, the services provided, mosquitoes in Minnesota, mosquito habitat, environmental stewardship, monitoring and surveillance, and control methods. He summarized a review of the 2024 season as well as more specific information for Little Canada. He also provided information for the upcoming 2025 season, noting that it is difficult to predict what the season will bring. He stated that it is anticipated that there will be high G;7- numbers of cattail mosquitos, and MMCD will do its best to control that species. He stated that the MMCD website provides great resources for residents. Kwapick asked what is used for adult mosquito control. Mr. Carlson replied that they use permethrin with backpack barrier applications, noting that is typically done on park property. He noted that requests can also be made before large public events for spraying of that type but advised that not all requests can be honored. Gutierrez asked if information from the presentation could be put in the city newsletter closer to the beginning of summer to help educate residents. Mr. Carlson stated that a copy of the press release could be provided to the city, noting that they often begin in April. CONSENT AGENDA Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2 02 5-2-22 — APPR 0 VING THE CONSENT A GENDA WHICH CONTAINS THE FOLLOWING.- • Approval of the Vouchers • Approve 2025 Recreation Coordinator Services Contract with Twin Cities Officials • Approve 2025 Service Agreement with SafeAssure Consultants, Inc. • Call for a City Council Workshop at 6:00 p.m. on February 26, 2025 for Strategic Planning Preparation The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. STAFF REPORTS APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR 2025 STREET IMPROVEMENT PROJECTS The Public Works Director explained tonight the Council is asked to consider the plans and specifications for the 2025 Street Improvement Project. He reviewed the roads and park elements included in the proposed project. He reviewed the anticipated timeline forbidding and work to begin. He also provided details on proposed funding for the project and recommended approval as presented. 2
