MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2025 <br />METROPOLITAN MOSQUITO CONTROL DISTRICT <br />The Parks and Recreation Director noted that the Metropolitan Mosquito Control District (MMCD) <br />provides a number of services and provided an overview of those services. He introduced the Public <br />Affairs Manager from MMCD. <br />Alex Carlson, MMCD, provided background information on the MMCD, the services provided, <br />mosquitoes in Minnesota, mosquito habitat, environmental stewardship, monitoring and surveillance, <br />and control methods. He summarized a review of the 2024 season as well as more specific information <br />for Little Canada. He also provided information for the upcoming 2025 season, noting that it is <br />difficult to predict what the season will bring. He stated that it is anticipated that there will be high <br />G;7- <br />numbers of cattail mosquitos, and MMCD will do its best to control that species. He stated that the <br />MMCD website provides great resources for residents. <br />Kwapick asked what is used for adult mosquito control. Mr. Carlson replied that they use permethrin <br />with backpack barrier applications, noting that is typically done on park property. He noted that <br />requests can also be made before large public events for spraying of that type but advised that not all <br />requests can be honored. <br />Gutierrez asked if information from the presentation could be put in the city newsletter closer to the <br />beginning of summer to help educate residents. Mr. Carlson stated that a copy of the press release <br />could be provided to the city, noting that they often begin in April. <br />CONSENT AGENDA <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 02 5-2-22 — APPR 0 VING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING.- <br />• Approval of the Vouchers <br />• Approve 2025 Recreation Coordinator Services Contract with Twin Cities Officials <br />• Approve 2025 Service Agreement with SafeAssure Consultants, Inc. <br />• Call for a City Council Workshop at 6:00 p.m. on February 26, 2025 for Strategic <br />Planning Preparation <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS <br />FOR 2025 STREET IMPROVEMENT PROJECTS <br />The Public Works Director explained tonight the Council is asked to consider the plans and <br />specifications for the 2025 Street Improvement Project. He reviewed the roads and park elements <br />included in the proposed project. He reviewed the anticipated timeline forbidding and work to begin. <br />He also provided details on proposed funding for the project and recommended approval as presented. <br />2 <br />
