3. Once an application is considered complete, the City of Little Canada shall process the registration fee and forward the application to the Community Development Department for review. B. Fees 1. A registration fee, as established in the City of Little Canada’s fee schedule, shall be charged to applicants depending on the type of retail business license applied for. 2. An initial retail registration fee shall not exceed half the amount of an initial state license fee under Minn. Stat. 342.11, The initial registration fee shall include the initial registration fee and the first annual renewal fee. 3. A renewal retail registration fee shall not exceed half the amount of a renewal state license fee under Minn. Stat. 342.11 and shall be charged at the time of the second renewal and each subsequent renewal thereafter. 4. A medical combination business operating an adult-use retail location may only be charged a single registration fee, not to exceed the lesser of a single retail registration fee, defined under this section, of the adult-use retail business. 5. The local registration fee shall be non-refundable once processed. 827.060 Local Registration Application Review Procedure and Criteria. A. Purpose Statement. The City of Little Canada recognizes the significant public interest in establishing retail cannabis operations within its jurisdiction. In compliance with Minnesota state law, the City must respond to retail cannabis applications within 30 days of submission. Given that only one dispensary is permitted, the City has developed a structured application process with clear submission requirements and evaluation standards to ensure a fair and transparent selection. These guidelines are established to protect the public health, safety, and welfare of Little Canada residents. B. Review Period. After the first application for a cannabis retail registration is submitted and determined to be complete, the City will accept other applications for a period of fifteen (15) calendar days before beginning review. 1. The City shall post on its website that it has received a complete application and state the deadline for other applications to be submitted. 2. The deadline shall be 5:00 PM on the fifteenth day. C. Scoring. Should more than one (1) application be received within the review period, City Staff will review the applications and assign scores based on the criteria provided in this Section. 1. Applicants will receive one (1) point for each of the following standards that they meet: (a) If the proposed location will only be used for the retail sale of cannabis. (b) If the applicant is a resident of Little Canada. Applicants must provide proof of their residence in Little Canada, Minnesota at the time of application which may include any of the following. (1) The most recent Ramsey County property tax statement listing the applicant's name, a residential address in Little Canada, and indicating homestead status.
