<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: January 8, 2025 <br /> <br />RE: Ordinance 907, Amending the Fee Schedule for 2025 <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Adopt Ordinance 907, amending the Little Canada Fee Schedule for 2025. <br /> <br />BACKGROUND <br />The fee schedule is amended annually to change the various fees that are charged by the city. <br />All changes are shown highlighted in yellow in the attached fee schedule. <br /> <br />SEWER & WATER RATES <br />The City of Little Canada purchases wholesale water from St Paul Regional Water Services (SPRWS) <br />and there will be a rate increase in 2025 for wholesale water of 6.72%. Additionally, the SPRWS is <br />increasing the monthly base fee by 6.67%. The recent increases relate to the construction of the <br />McCarrons Treatment Plant that began in 2021. As a result of these increases by the SPRWS the City <br />of Little Canada will be increasing its water rates by 6.5%. <br /> <br />Metropolitan Council Environmental Services (MCEV) provides regional sewer treatment including <br />the City of Little Canada. The 2025 sewer utility rate increase is necessary to cover the increased <br />treatment costs charged by Metropolitan Council, an 8.40% increase for 2025. As a result of these <br />increases by the MCEV the City of Little Canada will be increasing its sewer rates by 8%. <br />Storm Water utility rates will be increasing by 4%. Beginning with 2024 the city implemented the <br />storm water utility fee to operate the vast network of infrastructure designed to handle stormwater <br />runoff throughout the City. <br /> <br />TRASH & RECYCLING RATES <br />The current city contract has expired at the end of 2024. As a result, the city entered into a new <br />contract with Republic Services for trash and yard waste services and with Waste Management for <br />recycling services. The rates included in the 2025 fee schedule reflect rates that are part of the new <br />contracts. The new contracts were adopted by City Council on December 18th 2024 and were part of <br />the Request for Proposals (RFP) process that the City began on September 25th 2024. <br /> <br />The new contracts also transitioned the disposal fee for trash services to the City. Historically this fee <br />was paid by the hauler on behalf of the City whereas in the new contract the City will be invoiced <br />directly by Ramsey County Recycling & Energy Center. For 2025 this fee represents a 7% increase <br />from the 2024 fee and is in line with the tonnage disposal fee increase determined by Ramsey County <br />Recycling & Energy Center. City staff is uncertain if a 7% increase to the tipping fee for each account <br />will be sufficient to cover the Ramsey County Recycling & Energy fees as it was determined solely on
