historical data based on 1,800 tons a year. If the City will go over 1,800 tons a mid year rate increase
might be necessary.

PERMIT FEES
The Building Official has recommended minor increases of $5.00 for most mechanical and plumbing
permit flat fees, with the exception of a $15 increase for mobile home set-up permits. The last increase
in any permit fees was in 2023, which was the first increase done in many years. He has also
recommended adding a flat $200 building permit fee for residential solar installations instead of using
the project value cost to determine the permit fee. This will greatly reduce the permit fees for solar
projects.

FILLING/GRADING PERMIT FEES
These fees were simplified into two categories, less than 1 acre and over 1 acre, with flat permit fees
instead of the fee being based on cubic yards of fill.

LICENSES
A new $300 annual license fee for cannabinoid (THC) products, and $500 and $1,000 registration fees
for cannabis businesses were added.

PARK RENTAL FEES
Rental fees for the Old Fire Hall and park shelters are recommended to increase by 10% for residents
and 15% for non-residents. Modest increases on the rental fees are done each year to keep up with
staff time and supply costs for maintenance.

RECOMMENDATION
Staff recommends the Council adopt Ordinance 907, amending the Fee Schedule beginning on January
13, 2025 for water & sewer rates, trash & recycling rates, building, mechanical, plumbing and
fill/grading permit fees, licenses and park building rental fees as presented, and approve publication of
a summary ordinance.
