<br />About Eckberg Lammers <br />Eckberg Lammers was established by Lyle Eckberg, who began the practice of law in 1949. <br />Since its founding, the firm has served as civil, prosecution, finance, and special counsel for <br />many municipalities throughout Minnesota and western Wisconsin. <br /> <br />Eckberg Lammers currently employs 21 attorneys, and 30 support staff consisting of paralegals, <br />legal assistants, victim/witness coordinators, an office administrator, a marketing director, human <br />resources, accounting, law clerks, and a receptionist. According to City Attorney Johnson, she is <br />making the change because of the access to additional resources, including a full-time municipal <br />paralegal, additional technology, and attorneys who specialize in complementary areas, such as <br />redevelopment work and HR/employment law. <br /> <br />Eckberg Lammers has historically maintained a significant focus on municipal and public-sector <br />practice and, since its inception, has been one of the leading municipal law firms in the Twin <br />Cities Metro area and beyond. <br /> <br />AGREEMENT: <br />Provided below is a high-level overview of the agreement: <br /> <br />Term of the Agreement <br />The Agreement shall be through August 31, 2027. Either party may terminate with sixty (60) day <br />written notice (same as the previous contract). <br /> <br />Fees, Charges, and Billing <br />Eckberg Lammers will bill the City of Little Canada monthly. A breakdown of hourly rates is <br />included in the contract. Statements itemizing legal services rendered for the prior month are <br />broken down into categories providing billing details. (same as the previous contract). <br /> <br />BUDGET: <br />City staff has anticipated a modest increase in civil legal expenses for the 2025 budget. Future <br />budgets will be adjusted based on trend analysis and anticipated future projects. <br /> <br />RECOMMENDATION: <br />Staff recommends the City Council approve the Civil Legal Services Agreement between the <br />City of Little Canada and Eckberg Lammers, See Attachment A. <br /> <br />ATTACHMENTS: <br />• Attachment A: Civil Legal Services Agreement between the City of Little Canada and <br />Eckberg Lammers. <br /> <br />
