STAFF <br />REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Bill Dircks, Public Works Director <br />Steve Anderson, Parks & Recreation Director <br />DATE:January 22, 2025 <br />RE:2024 Public Works & Parks Project Review and 2025 Project Projects <br />ACTION TO BE CONSIDERED: <br />Update & Discussion – No Action Required. <br />BACKGROUND: <br />City staff tackles a number of projects each year, often with assistance from Bolton & Menk. This <br />report provides a summary of the public works and parks projects completed in 2024 and highlights <br />the upcoming projects scheduled for 2025. A brief presentation will also be provided at the City <br />Council meeting. <br />Recap of 2024 Public Works Projects: <br />Street Improvement Project – Country Drive from South Owasso Blvd. to the railroad <br />tracks and Jackson Street south of Little Canada Road. Country Drive received a full-depth <br />reclamation and new asphalt along with utility work and Jackson Street was fully <br />reconstructed with curb and gutter along with some minor utility work. Bolton & Menk <br />led the way on this project and it was successfully completed on time and has been fully <br />closed out. <br />Country Drive Ditch Cleaning – As part of the street project, the ditch along Country Drive <br />in the construction area was fully cleaned out and re-established to its original design. The <br />ditch along the railroad tracks west of Country Drive behind Ryan Drive was also cleaned <br />up. It is very flat so the contractor had to be extremely precise with grading to make sure <br />water goes where it is supposed to. Both projects were again led by Bolton & Menk and <br />both were successfully completed and have been closed out. <br />Country Drive/Little Canada Road/County Road C/35E Interchange – While no physical <br />work was done on this project, it took up a lot of hours in 2024. Bolton & Menk used its <br />deep bench to work on a plan that would work for all parties involved, and after the first <br />plan was not well received, they were able to show their nimbleness by re-working the <br />problem and finding a solution that works at the current Country Drive and Little Canada <br />Road intersection. This work also included preliminary engineering on the western <br />roundabout that will replace the awkward intersection at Little Canada Road, County Road <br />C, and Lakeshore Avenue. <br />Planning for County Road C 4-3 Conversion – Once again, no physical work was done but <br />staff worked with Ramsey County, Roseville, and SRF, the consultant engineer on planning <br />for the 2026 project. The major points of interest for Little Canada are the addition of a <br />sidewalk on the south side of County Road C, the corresponding stormwater issues that
