<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: February 12, 2025 <br /> <br />RE: Buildings and Stormwater Supervisor Position <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the job description for Public Works Supervisor - Buildings and Stormwater. <br /> <br />BACKGROUND: <br />A new position has been created in the Public Works Department to assist in building capital <br />improvement projects as well as storm sewer related permitting and inspections. The Buildings <br />and Stormwater Supervisor will manage building CIP projects from start-to-finish. The position <br />will be able to dedicate the necessary time to work with contractors, gather bids, award a project, <br />and then manage the project to the finish. Examples of 2025 projects where this position will <br />take the lead include the City Hall roof replacement and solar project, the City Hall landscaping <br />project, some History Center repair projects, and efflorescence remediation at the Fire Station. <br /> <br />Another key aspect of the position is stormwater. The city has a permit through the MPCA for <br />stormwater management. There are a number of conditions that need to be met as part of the <br />permit including annual inspections of ponds, outfalls, catch basins, and other appurtenances. <br />The city also needs to publish a certain number of newsletter articles and other postings about <br />stormwater as well as inspecting construction sites under an acre in size to ensure they are <br />meeting permit and the City’s ordinance requirements. A report needs to be completed each year <br />showing what the city has accomplished, and it must be filed with the Minnesota Pollution <br />Control Agency. It is estimated that there are two-to-ten hours per week that need to be <br />dedicated to the MS4 permit and other stormwater issues. <br /> <br />The position will also oversee management of the city’s asset management software to make sure <br />all public works employees are trained properly and know how to create and update work orders. <br />They will also ensure work orders are being completed and properly tracked. <br /> <br />All other available time will be spent working in whatever capacity is needed in the public works <br />department, including streets, water, sanitary sewer, and parks. The Supervisor will have a <br />commercial driver’s license along with sanitary sewer and water licenses. Additional education <br />in construction management and/or inspections may be helpful for the position. <br /> <br />The Supervisor position will be the same grade as the other Public Works Supervisor positions – <br />Grade 8. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the Public Works Supervisor - Buildings and Stormwater position <br />and its corresponding job description.
