MINUTES <br />CITY COUNCIL <br />September 27, 1989 <br />Fahey pointed out that the City Engineer is also <br />proposing a tile system under the road on the north end <br />that would tie into the storm sewer. However, Braun <br />Engineering indicates that if the fabric is used, the <br />sub-drain system would not be necessary. <br />Fahey reported that the City's normal assessment policy <br />for street reconstruction is 80% assessed to the <br />benefited property owners, and 20% on general taxation. <br />New road projects are assessed at a rate of 100%. <br />Fahey referred to the September 27, 1989 letter <br />submitted by Braun Engineering. <br />The City Engineer described the general area and <br />pointed out that when Payne Avenue was built, the <br />existinq development to the east did not exist with the <br />exception of Greenbrier. At the time the Payne Avenue <br />improvement was considered, there was a lot of <br />discussion of high water tables in the area. The City <br />Engineer presented an overhead showing a profile of <br />Payne Avenue and the existing utilities. The Engineer <br />described this profile pointing out that the elevation <br />for the road was raised one foot, and in some cases <br />three feet over the existing elevation to get out of <br />the water table. Sanitary sewer ranges from between 10 <br />to 14 feet in depth under the street. <br />The City Engineer presented additional overheads <br />showing profiles of the paving of the north section of <br />Payne Avenue, the standards to which the street was <br />constructed, utilities and the area needed to be <br />excavated for utilities, soil boring reports, and the <br />Engineer's estimate for Imp. No. 88-7.
