MINUTES <br />CITY COUNCIL <br />September 27, 1989 <br />RESOLUTION N0. 89-9-464 - CLOSING THE PUBLIC HEARING <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-9-465 - APPROVING THE STEPHEN REDLUND <br />APPLICATION FOR CONDITIONAL USE PERMIT FOR ACCESSORY <br />GARAGE AT 161 VIKING DRIVE EAST SUBJECT TO THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS CONTAINED IN HIS <br />REPORT DATED SEPTEMBER 12, 1989 <br />The foregoing resolution was duly seconded by Mr. <br />Blesenere <br />Ayes (5) Scalze, Blesener, Collova, Fahey, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />IMP. N0. The Mayor opened the Public Hearing to consider <br />88-7 Improvement No. 88-7 - Payne Avenue from LaBore Road <br />PAYNE AVENUE to County Road D by excavating, geo-technic fabric, <br />storm sewer, sub-base drains, granular sub-base, <br />crushed gravel base and bituminous and seal coat. <br />The City Engineer submitted to the Council a report <br />dated September 5, 1989 regarding the past history of <br />Payne Avenue which he reviewed in detail. This report <br />contained information on the construction of Payne <br />Avenue as well as subsequent soil tests that were done <br />on the street. <br />Blesener asked if the major difference between a 5-ton <br />road and a 7-ton road was an additional two inches of <br />blacktop for a 7-ton road. <br />The City Engineer replied that this is correct. The <br />Engineer also pointed out his recommendation for use of <br />qeo-technic fabric in the reconstruction of Payne <br />Avenue and reported that this fabric was not available <br />at the time Payne Avenue was originally improved, and <br />was not approved for use by the State Highway <br />Department until after 1983. <br />Page 11 <br />
