MINUTES CITY COUNCIL September 27, 1989 Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 89-9-466 - CLOSING THE PUBLIC HEARING The foregoing resolution was duly seconded by Mr. Blesener. Ayes (5) Fahey, Blesener, Collova, Scalze, LaValle. Nays (0). Resolution declared adopted. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 89-9-467 - ORDERING IMPROVEMENT NO. 88-7, PAYNE AVENUE FROM LABORE ROAD TO COUNTY ROAD D BY EXCAVATING, GEO-TECHNIC FABRIC, STORM SEWER, SUB-BASE DRAINS~ GRANULAR SUB-BASE, CRUSHED GRAVEL BASE AND BITUMINOUS AND SEAL COAT, WITH THE RECONSTRUCTION AND REPAVING OF THE NORTHERN PORTION OF THE STREET TO BE ASSESSED AT A RATE OF 25% TO THE BENEFITED PROPERTY OWNERS AND THE REMAINING 75% OF THE COST TO COME FROM SURPLUS TIF FUNDS FROM THE VALENTO LANE PROJECT, WITFI TI-IE COST OF GRINDING AND OVERLAY TO BE ASSESSED AT A RATE OF 80% TO THE BENEFITED PROPERTY OWNERS AND 20% ON GENERAL TAXATION, AND THE COST OF TfiE STORM SEWER PORTION OF THE PROJECT TO BE PAID FROM THE STORM SEWER FUND, AND COST OF SEALCOATING TO BE BORNE BY THE CITY. RECESS At this point in the meeting, 10:15 P.M., Council took a short recess. The meeting was reconvened at 10:21 P.M. 1990 BUDGET The City Auditor presented a proposed 1990 General Fund Budget which he reported needed to be certified to the County by October lst. The City Auditor requested that the City Council schedule its 1990 Budget Hearings for October 25, 1989 and October 30, 1989. After the final 1990 Budget is adopted by the City Council, it will be presented to the County for certification in its final form. Page 25
